RULES, LAWS & ORDINANCE COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD FEBRUARY 12, 1981
The meeting was called to order by Chairman Dumke at 7:30 P.M.
Also present were Committee Members Radtke and Dumke. Mayor
Gottfried, Sgt. Meeks of the Police Department and City Attorney
Don Molter.
The committee once more discussed proposed Ordinance #403 regarding
drinking in public places prohibited. Ald.Knudsen moved to
amend the proposed ordinance to have Section 1, Ch. 9 (1) (c)
read as follows:
(c) Between the hours of 11:00 P M. to 6:00 A.M. on
the land described in the legal description within
which a Class "A" or Class "B" fermented malt
beverage or intoxicating liquor license premise
is located and outside the interior of said
licensed premise.
Seconded by Ald. Radtke. Motion carried. The proposed amendment
• is subject to review by our City Attorney.
The committee reviewed a request from Police Chief Scholz in
which he asked that his department be permitted to issue bicycle
license plates every four years instead of every two years in
order to save money as well as clerical time. He further indicated
it would be more convenient for citizens to come to the police
department every four years instead of two Ald. Radtke moved
that Ch. 7.18 (2) of the Municipal Code be amended as per Chief
Scholz's request. Seconded by Ald Knudsen. Motion carried
The committee discussed Sec 20 05 regarding water ski -jumps to
extend the period to not more than six months. That period will
be from May 1 to October 1 of each year. A provision should be
inserted to give the Common Council the right of revocation of
the permit. Further discussion will be held to give aldermen
and other interested parties to give input regarding the matter
The committee is recommending to change the rules of procedure
as to the makeup of the Finance Committee in that the president
of the Common Council automatically be a member of the Finance
Committee and to amend Sec 2 09 of the Municipal Code as it
relates to the Public Sewer Committee..
The committee discussed Sec. 9.08 of the Mun. Code and further
discussion will take place at a future meeting.

Ald. Knudsen moved to adjourn. Seconded by Ald. Salentine. Motion
carried. The meeting adjourned at 10:15 P.M.
