RLO19800924RULES, LAWS & ORDINANCE COMMITTEE - CITY OF MUSKEGO • MINUTES OF MEETING HELD SEPTEMBER 24, 1980 The meeting was called to order at 8:40 P.M. by Chairman Dumke. Also present were Committee Members Radtke and Knudsen. Ald Weed, Salentine Van Lanen , Steinberg and Mayor Gottfried, Mrs. Dorothy Van Lan, Mrs. Diana Resch, Mr. George Resch, Mrs. Delores Pelzek, Mr. Ed Niezgoda, Sgt. Gifford, Sentinel Reporter Kathy Lamp. 46 The committee reviewed the minutes of the meeting held on -August 8, 1980 and placed same on file. Ald. Knudsen moved to refer to the City Attorney to refine the proposed ordinance regarding drinking in public places by eleminating some of the provisions in the ordinance proposed by Mayor Gottfried and inserting part of the Hales Corners Ordinance on drinking outside the licensed premises. Seconded by Ald. Radtke. Motion carried. The committee would like an opinion from the City Attorney on how to provide for drinking outside the licensed premises when special events such as picnics, horseshoe games or baseball events are held The committee discussed Ski Kite Flying. It was the committees opinion to study this problem during the winter months by contacting various groups that are involved in this activity. 0 Ald. Knudsen moved to amend the city plumbing_ code and refer the changes to the city attorney to be drafted into ordinance form. After the final draft has been completed it will be reviewed by the committee again for recommendation to the Common Council. Seconded by Ald. Radtke. Motion carried. Ald. Knudsen apprised th e committee of the possibility of pursuing the recommendation of the Citizen's Government Structure Committee. Following considerable discussion it was the committee's opinion to hold a series of meetings to get the views of all the people in the city as well as those on the Citizens Government Structure Committee. The first meeting to be held the beginning of October, 1980. Ald. Dumke will schedule the initial meeting. Ald. Van Lanen questioned the procedure of business followed at the Common Council meeting. It was the opinion of the committee to review the Municipal Code and update where needed. For example, the city has been appointing members to a sewer committee that is not defined in section 2:09 under committees. Ald. Salentine recommended that the Rules Laws and Ordinance Committee consider rewriting. section 2:09 on committees, to have the president of the Common Council automatically be a member of the Finance Committee, • Ald.
