RULES, LAWS & ORDINANCE COMMITTEE - CITY OF MUSKEGO
• MINUTES OF MEETING HELD MAY 14, 1980
The meeting was called to order at 8:30 P.M, by Chairman Dumke. Also
present were Committee Members Radtke and Knudsen, Ald. Steinberg,
Mayor Gottfried, Building Inspector Lee, Sgt, John Johnson of the Police
Department and Sentinel Reporter Kevin Carmody,
Sgt. Johnson appeared at the meeting to discuss a proposed ordinance
•� prohibiting drinking on public streets or on privately owned parking
lots. The committee agreed to ask the City Attorney the definition
of what constitutes a premise.
The committee reviewed the minutes of the March 10, 1980 meeting and
placed same on file.
Ordinance #380 (regarding payment of dog apprehension fees) will be
discussed at the next meeting of the committee.
Mayor Gottfried suggested the possibility of creating an ordinance
which would require the bagging of leaves as part of the non -point
pollution program. The committee did not feel that there is a problem
with leaves in our community at this time.
Ald. Dumke distributed a proposed ordinance on Cable TV and the
•committee agreed to review same prior to the next meeting. r
Ald. Radtke moved to leave the Sewer Service Charge Ordinance the same
(310 (e)(1). Seconded by Ald. Dumke. Motion carried.
Ald. Radtke moved to recommend to the Common Council the adoption of
resolution establishing electrical permit fees for the city as per
the attached sheet. Seconded by Ald. Dumke. The motion carried with
Ald. Knudsen voting "no".
Building Inspector Lee reviewed with the committee his recommendation
that the administrative fees under Sec. 15,12 of the Municipal Code
be amended as follows:
15.12 (5). The application fee should be raised from
$5.00 to $10.00
5.12 (7) (A) The certification fee be changed from $10.00
to $30.00 and (c) the certification period be
changed from one year to three years
15.12 (8) The electrical contractor license shall be changed from
$10.00 per year to $20.00 per year.
Ald. Knudsen moved to recommend Council approval of the changes.
Seconded by Ald. Dumke. Motion carried.
• Ald. Knudsen moved to recommend to the Common Council amendments to
Chapter 30 (Building Code) of the Municipal Code which relate to
permit fee schedules. Seconded by Ald. Radtke. Motion carried.

The proposed Sign Ordinance of the city will be discussed at the
next meeting.
Ald. Knudsen suggested that the structuring of the city government be
•changed so that the Council President would automatically be placed
on the Finance Committee.
Ald. Radtke moved to adjourn. Seconded by Ald. Knudsen. Motion
carried. The meeting adjourned at 10:35 P.M.
