MINUTES OF MEETING HELD OCTOBER 1, 1979
The meeting was called to order at 7:45 P.M. by Chairman Van Lanen.
Also present were Committee Members Pietruszynski and Salentine and Mayor
Gottfried.
The minutes of the August 15th meeting were read. Ald. Pietruszynski
• moved they be accepted and placed on file. Seconded by Ald. Van Lanen.
Motion carried.
The committee reviewed a communication dated 9/12/79 from City
Attorney Hippenmeyer as well as letters from various municipalities
regarding the drinking on the outside premises of taverns. Communication
placed on file.
The committee reviewed the memo of Mr. Fred Baewer, Parks & Recreation
Director, regarding the request of the Parks & Recreation Board to
restrict fishing on certain areas of the Idle Isle Channel. They also
reviewed a communication from City Attorney Hippenmeyer regarding the
matter. Ald. Salentine moved to recommend to the Common Council the
adoption of an amendment to Chapter 26 of the city's municipal code
which would provide the Director of Parks & Recreation the authority
to specifically designate areas where fishing would not be permitted.
Seconded by Ald. Pietruszynski. Motion carried. City Attorney
Hippenmeyer will be directed to prepare the necessary amendment.
Former City Attorney Buckley's communication, dated March 7, 1978,
regarding snow removal was reviewed and placed on file.
The committee reviewed a communication, dated 8/20/79, from the
Center for Public Representation, Madison, Wisconsin, directed to the
City Clerk, regarding the Ex -Offender Employment Rights Implementation
Project. Mayor Gottfried advised the committee he had send a copy of
the communication to Mr. Hippenmeyer to determine whether or not it
affected the city"s municipal code.
The committee reviewed a communication dated 9/7/79 from Attorney
Donald S. Molter, Jr., directed to the Rules, Laws & Ordinance
Committee, and a communication directed to the City Attorney, from
the Wisconsin Telephone Company, regarding annoying and obscene
telephone calls. Mayor Gottfried was directed to contact Senator
Adelman and Representative Rutkowski regarding the status of a
proposed amendment to State Statute 947.01 in the State Legislature.
After considerable discussion regarding complaints received about
the "Adult Only" theater in the city, the committee will contact City
Attorney Hippenmeyer to determine what avenues are open to the
committee to resolve the problem.
• Ald. Pietruszynski moved to adjourn Seconded by Ald. Van Lanen.
Motion carried. The meeting adjourned at 8:57 P.M.
