RLO19780614• RULES, LAWS & ORDINANCE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JUNE 14, 1978 The meeting was called to order by Chairman Pienkos at 8:00 P.M. Also present were Committee Members Tomczyk and Wallner, Mayor Gottfried, Chief Kraus, Ald. Van Lanen, Steve Pischke and Mr. Orlo Zlensky. Ald. Wallner moved to approve the minutes of the previous meeting, seconded by Ald. Tomczyk, motion carried. A discussion was held regarding proposed Ordinance #346 which places the responsibility on parent or guardian for violation of bicycle registration. The committee agreed that all bicycles should be registered. Ald. Pienkos moved to recommend Common Council adoption of Ordinance #346. Seconded by Ald. Wallner. Motion carried 2 - 1. Park and Recreation Director Steve Pischke appeared before the committee to request the adoption of an ordinance which would pro- hibit the use of motorized vehicles on ice rinks. He provided the committee with a copy of Wis. Statute 30.81 which gives the local. community the power to adopt such an ordinance. Chief Kraus ex- • plained that if such an ordinance were adopted a similar one would have to be adopted by the Town of Norway if Lake Denoon was to be included in the prohibition of driving on ice rinks. The committee directed Mayor Gottfried to have City Attorney Buckley review State Statute 30.81 and to draft the necessary implementing ordinance. The committee received a communication from Ald. Ford regarding inboard motors. The committee requested Mayor Gottfried to contact other municipalities to determine whether or not they have similar problems and what, if any, steps they have taken to correct them. Mayor Gottfried discussed with the committee the Land Division Ordinance presently being used and the recommendation of the Plan Commission to require a per lot assessment for park purposes. Following considerable discussion the committee directed Mayor Gottfried to have City Attorney Buckley review several existing ordinances and to draft the necessary amendment to the Land Division Ordinance which would provide for a per lot assessment for park purposes in lieu of a present provision regarding land reser- vation and dedication. The committee is still waiting for Attorney Buckley regarding proposed municipal code changes recommended by Building Inspector Lee. Ald. Pienkos moved to have City Attorney Buckley review the Fox Point "Change of Occupancy" ordinance and draft a similar ordinance • for the City of Muskego. Seconded by Ald. Tomczyk, motion carried. The subject of "Model Ordinance Regulating Direct Sellers" to be discussed further at a later date. Mayor Gottfried rquested that the committee approve an amendment to the city's Electrical Licensing Ordinance which would delete the word "registered" from that portion of the ordinance which describes the individuals who can serve on the Electrical Licensing Board. The committee agreed to the change and directed Mayor Gottfried to a have the necessary amendments prepared. Ald. Wallner moved to adjourn, seconded by Ald. Tomczyk, motion carried.
