• MI"IUTES OF MEETING HELD NOVEMBER 23, 1977
The meeting was called to order at 8:45 P.M. Present were Committee
Members Van Lanen and Wallner, Mayor Gottfried,- Police Chief Kraus, Ald.
Dumke, Mr. and Mrs. Heckert and Mr. Zlensky. (Ald. Ford was absent).

Building Inspector Lee discussed the status of the proposed Fire.Code for
the City of Muskego and indicated that he and Chief Martin and Chief Bier-
bach would meet to discuss the matter and report their findings to the
-committee. Fire Chief Martin wished me to communicate that he regretted
not being able to attend the November 23 meeting.

Discussion was held regarding the question of whether or not _the present
maximum fine of $200.00 for city -ordinance --violations is sufficient or
.--whether or not i-t.should: be increased to perhaps- $500. 00 or $1,'000.00.
Mayor Gottfried indicated that Municipal Justice Wittbrot indicated that
in his opinion no increase was necessary. Chief -Kraus suggested that a
$500.00 maximumwould be appropriate -for ordinance violations. _Building
Inspector -Lee indicated that the-maximum==fine:for-zoning violations is---
$50.00 --:He-further -indicated -that--it -is =more: -important to get -compliance -
•than to .fine people -for -mooning and=.building-violations..-- It-was.the -
committee ':s-decision=that- the present --$200.00--maximum=.line :is sufficient -.-

,Gottfried suggested that before-the.committee becomes too involved in the
matter the beliefs of the -Common Council• be determined. Ald._-:Van- Lanen
moved.to=defer_action-_on the matter-until-Ald.-Ford-is-present. -Seconded
by Ald. Wallner,_motion carried.--�Mr.-Zlensky suggested that: -the people
of Muskego;--not--.the-Common-Councili-be given-the=right to choose who is
qualified for the.Mayor's job.-.
Discussion.,centered.on.-Mr..-Zlensky`s complaint regarding -:.the --contents of -
the minutes of: -the Rules;. -.Laws.:& Ordinance Committee meeting held-7/27/77:
The.matter-involved=the.establishment=of--new_operating hours by -:the owner
of -the Bozhor-n Gun Club;
The -committee discussed the recently enacted ordinance -relating to emer- -
gency alarm systems. A communication -from -Chief Kraus regarding the
matter was received and -placed on -file. —Following -discussion it'was agreed
that Chief.Kraus and -Building Inspector -Lee will review the matter -to --
determine what amendments are necessary, if any, and present their
recommendation at the next meeting. Of particular concern is a require-
ment regarding permits being issued from the Building Inspection Department
The proposed sign ordinance was briefly discussed. Mayor Gottfried recom-
•mended that the Plan Commission review the sign ordinance. Ald. Wallner
moved to refer the matter back to the Plan Commission for review. Sec-
onded by Ald. Van Lanen. Motion carried.

clubs in the future.

Mr. Lee and Mr. Zlensky contributed to an informative discussion related
.to the problems near the gun clubs.
