RULES, LAWS & ORDINANCE COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD OCTOBER 24, 1977
The meeting was called to order at 7:45 P.M. by Acting Chairman Wallner.
Also present were Alderman Van Lanen, Mayor Gottfried, Fire Chief
Richard Martin, Mrs. Heckert and Mr. and Mrs. Moreno.
Mr. Richard Martin, Chief of the Muskego Volunteer Fire Co., appeared
at the meeting to discuss Ordinance #337, As Amended, regarding
emergency alarm system in Muskego. He indicated that members of the
fire department should have been consulted before the ordinance was
adopted. Mayor Gottfried advised Chief Martin to review the ordinance
and bring suggested amendments, if any, to the next Rules, Laws and
Ordinance Committee meeting.
Chief Martin discussed the possibility of a Fire Code for the City of
Muskego in which multiple family units would be covered. He also
requested that basic building requirements be included in the code.
• Mrs. Moreno appeared at the meeting to question whether or not Aldermen
have power to make arrests in accordance to Chapter 62.09(14) Wis.
Statutes. Mayor Gottfried advised that aldermen have the same rights
as a private citizen - they can make arrests the same as a citizen's
arrest.
Mrs. Moreno requested that she be informed as to the powers and rights
of an alderman regarding making arrests and issuing citations. Mayor
Gottfried suggested she obtain the information from her attorney.
Mayor Gottfried reviewed a communication from City Attorney Buckley
regarding the possibility of increasing the maximum penalties for
ordinance violations in the city.
The committee suggested that a consultation be had with Police Chief
Kraus, Building Inspector Lee and Judge Wittbrot to determine if an
increase in penalties is necessary for the City of Muskego. Mayor
Gottfried was directed by the committee to contact all necessary persons
to obtain information regarding penalties and fines with Judge Wittbrot's
input being essential.
Mrs. Moreno suggested the Rules, Laws & Ordinance Committee investigate
the possibility of creating a full time Mayor's Office in the City of
IsMuskego. Ald. Wallner recommended that the Rules, Laws & Ordinance
Committee seek counsel and guidance from the Common Council as to the
feasibility of a full time Mayor's position.
Ald. Van Lanen moved to adjourn. Seconded by Ald. Wallner, motion
carried. The meeting adjourned at 9:15 P.M.
