RLO19721116RULES, LAWS & ORDINANCE COMMITTEE - CITY OF MUSKEGO • MINUTES OF MEETING HELD NOVEMBER 16, 1972 The meeting was called to order by Chairman Foldy at 8:30 P.M. Also present were Aldermen Knudsen and DeBack and Mayor Gottfried. Mr. Paul Benke, Mr. Wayne Weber and Mr. Walter Hendricks were present to discuss once again the problems they are experiencing with the Big Muskego Gun Club expressing the wish that some controls could be placed which would regulate its expansion. They once again reiterated the problem of clay pigeons falling on adjacent lands. The committee agreed to contact City Attorney Buckley to determine if any action on the city's part could be taken against the Gun Club because of the clay pigeons which are being shot @nto adjoining property and whether or not the city would be involved because of the possibility of dangers to persons who might be hit by falling clay pigeons or pellets. It was the decision of the committee to ask City Attorney Buckley to develop an amendment to the Zoning Ordinance which would permit gun clubs or trap shoots as a Conditional Use. Fire Chief Upatel of the Tess Corners Fire Dept. was also present to request the committee to consider the updating of our Burning Ordinance which would have it conform to the State DNR's regulations. It was the committee's decision to refer the matter to City Attorney Buckley. • The proposed Fitre Code Ordinance was deferred to give the Fire Chiefs an opportunity to review it. The Snowmobile Ordinance was referred to City Attorney Buckley for preparation in order that it may be considered by the committee. The ordinance covering Rules and Regulations in Parks Within the City was deferred until the next meeting. A proposed amendment to Ordinance #240 (Parade Ordinance) was discussed. Section "B" which defines "gatherings" was removed by general consent. Section "C" was corrected by removing the words "the assemblage or the meeting". Aid. Foldy moved to recommend the amendments as corrected to the Council. Seconded by Aid. Knudsen. Motion carried. Aid. Knudsen suggested that the committee consider creating an ordinance which would prohibit the use of live bait in the lakes of the City of Muskego. No action was taken. Aid. Knudsen suggested that an ordinance be considered which would prohibit the use of non -returnable bottles for beer and soda iaithin the city. Sample ordinances from other communities who might have adopted such an ordinance •will be reviewed. Aid. Foldy reminded the committee for a former attempt to adopt a similar ordinance which was tabled by the Council upon recommenda- tion of the City Attorney. Ordinance #243 was discussed (Re: residential picketing). Aid. Knudsen moved to defer action until the next meeting. Seconded by Aid. Foldy. Motion carried. •The Rules, Laws & Ordinance Committee received and placed on file a communication regarding the notice sent out by the Welfare Committee re- garding junked cars and dogs running at large.
