RLO19710211RULES, LAWS & ORDINANCE COMMITTEE - CITY OF MUSKEGO • MINUTES OF MEETING HELD ON FEBRUARY 11, 1971 Chairman Narlock called the meeting to order at 8:35 P.M. Also present were Aldermen Foldy and Dwyer, Police Lt. Kass and Mayor Gottfried. The minutes of the previous meeting held on January 28, 1971, were approved and placed on file. Ordinance #177, Regulating the Storage and Use of Explosives Within the City and Requiring a Permit Therefor, was discussed with Lt. Kass and he requested that the word "use" be deleted in paragraph (1) and that the following sentence be added after the word "device", "nor shall such material be used for any purpose within the City." Ald. Foldy moved to adopt the proposed amendments, seconded by Ald. Dwyer. Motion carried. Ald. Foldy moved to recommend the adoption of Ordinance #177, As Amended, to the Common Council. Seconded by Ald. Narlock. Motion carried. Mayor Gottfried informed the committee that the City had requested a written opinion from the City's insurance Company, Sentry Insurance, as to what the City's liability is with regard to allowing snowmobiling in the City Parks. • Ordinance #191, Requiring the Use of Flashing Red Warning Lights by School Bus Operators. After discussion on the ordinance, Ald. Dwyer moved to recommend the adoption of the ordinance, as drafted, to the Common Council. Foldy seconded. Motion carried. • Proposed Resolution - Establishing Traffic Regulations. The Committee rejected the proposed resolution as drafted and was of the opinion that an overnite parking ordinance was needed for trucks over 5000 lbs., and trailers and tractors. The parking of this type of vehicle was to be prohibited on City of Muskego streets from 2:00 A.M. to 6:00 A.M. Mayor Gottfried to correspond with City Attorney Buckley on this request. Proposed ordinance change - Lt. Kass requested that Municipal Code 9.24 paragraph (2) be changed to give a clearer interpretation of the ord- inance by deleting the words "and who remain thereon". Chairman Narlock moved to recommend the proposed amendment to the ordinance to the Common Council, subject to review by the City Attorney. Ald. Foldy seconded. Motion carried.
