RULES, LAWS & ORDINANCE COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD ON JANUARY 14, 1971
Chairman Narlock called the meeting to order at 8:05 P.M. Also present
were Aldermen Foldy, Dwyer, Wollman, DeBack, Police Chief Kraus and
Mayor Gottfried.
The minutes of the previous meeting held on December 10, 1970, were
* approved and placed on file.
The Committee reviewed the following items:
Ordinance #177 - Regulating the Storage and Use of Explosives Within
the City and Requiring a Permit Therefor.
Chairman Narlock opened the public hearing on this ordinance. Mr. Jack
Ward, W177 56956 Shady Lane, appeared before the Committee and expressed
his views about the proposed ordinance. After a lengthy discussion on
the ordinance, Foldy moved to return the ordinance to City Attorney
Buckley for the following corrections:
1. Explosive component parts which are used in reloading shells
must be included in the ordinance.
• 2. The procedure a person should use to reverse the denial of a
permit should be included in the ordinance.
3. The addition of the words "within the City of Muskego" in Paragraph
12.15 (1) after the word "him", should be included in the ordinance.
4. To clarify the language in Paragraph #7 Exemptions, the section
that refers to reloading shells.
Dwyer seconded. Motion carried. Mayor Gottfried to correspond with
City Attorney Buckley on the proposed changes.
Proposed Ordinance - Nudity in Public Places Prohibited. Dwyer moved
to table proposed ordinance. Narlock seconded. Motion carried.
Proposed Ordinance - An Ordinance to Amend the Zoning Ordinance Section
6.02 (6) Paragraph (E) which adopted a permit procedure as part of the
application for a Planned Development. Foldy moved to recommend the
adoption of this ordinance,as drafted�to the Common Council. Narlock
seconded. Motion carried.
Ald. Wollman and Chief Kraus appeared before the Committee to discuss
the need of a City ordinance to control snowmobiles. No action taken.
• The Committee discussed the present ordinance which controls the present
operation of the City land fill site and various ways to make the
ordinance more effective and enforceable. Mayor Gottfried to communicate
with City Attorney Buckley on the proposed changes.

Dwyer moved to adjourn. Narlock seconded. Meeting adjourned at 10:10 P.M.

CORRECTION Minutes to include the following:
"Ald. Wollman appeared before the committee to request a change in law that
now prohibits school buses from using their red flashing lights when dis-
charging children on roads that have curbs. Mayor Gottfried to correspond
with City Attorney Buckley on whether municipalities can establish an
ordinance whichwould permit this'44.
