RLO19690417RULES, LAWS & ORDINANCE COMMITTEE - CITY OF MUSKEGO • MINUTES OF MEETING HELD APRIL 17, 1969 The meeting was called to order at 7:30 P.M. by Chairman Narlock. Present were Chairman Narlock, Aldermen Burgermeister, Sapp and Wollman and Sgt. Zabel of the Police Department. At 7:35 P.M. Mayor Wieselmann and Ald. DeBack arrived. The minutes of the previous meeting held on April 3, 1969, were approved and placed on file. Several citizens were present at the meeting and took part in the discussion regarding Ordinance #141, An Ordinance to Create Ch. 13 of the Municipal Code Relating to Regulation of Animals. Ald. Burgermeister moved to recommend the following amendments to Ordinance #141. "13.02 REGULATION OF HORSE AND HORSEBACK RIDING • (1) AREAS OF RIDING RESTRICTED. No person shall engage in horseback riding in the City, except on the private property of the rider, the property of another with his consent, or on designated bridal trails on public or private property. • (2) RIDING ON PUBLIC PROPERTY RESTRICTED. No person shall engage in horseback riding upon a traveled portion of any public highway, except to cross the same, or where no shoulders exist riding in the right hand lane will be permitted only between the hours of sunrise and sunset, nor in school yards, public parks or on other public property, except when the same is done as a participant in connection with a public event such as a parade or fair."
