MINUTES OF MEETING HELD APRIL 16, 1987
The meeting was called to order at 7:05 P.M. by Chairman
Penovich. Also present were Committee Members Sanders and Dumke,
Mayor Salentine, Ald. DeAngelis, Sewer Treatment Plant Operator
Kloskowski and individuals on attached list.
City Engineers Ruekert & Mielke provided a map showing the
natural sewer flow which will be followed in a proposed sewer
project for Ludwig Subdivision. This plan is listed as proposed
plan 2B. Ald. Penovich moved that the City Engineers be
authorized to draw up plans for this Sewer Project and that the
project be bid. Alternate plan 2B as prepared by the engineers
will provide sewer service to the Bay Lane School and serve the
Bellview cul de sac from Bay Lane with the exception that the
proposed easement to Bay Lane be on the Pellmann property
directly south of the Bellview Subdivision and the easement
should be secured the entire length of the Pellmann property so
that access to the sewer can be available to the Eiche
property. The Committee determined that the oversizing and the
cost of securing an easement would be non -assessable. Mayor
Salentine will secure the necessary easements. The possible hook-
up of sewers to the Bay Lane School was also discussed but a
decision has not been received from the Muskego-Norway School
District. Mrs. Pellmann requested that the sewer line to her
property be started from the school sewer line. Mr. William
Simmons appeared before the Committee and stated that the greater
majority of the unsewered Ludwig Subdivision is in favor of the
sewer plan that has been proposed. A projected timetable was
made which included a month for engineering, a maximum time of
three months for DNR approval and an additional month for City
approval.
Mayor Salentine updated the Committee on the status of FLOW.
The schedule for Wentland Drive Sewer Project was reviewed.
The Committee reviewed Section One of the SEWRPC drainage study
which related to the upgrading of the liftstation on North Shore
Drive. Further information from the Public Works Department will
be requested to be provided to the Committee on the feasible
implementing of SEWRPC's requirements.
The following bids for forced hook-up for the Ladwig Drive Sewer
Project were reviewed:

Ald. Dumke moved to accept the low bid of C & H Plumbing &
Heating Co. Seconded by Ald. Penovich, motion carried. The
Committee noted the quote from C & H Plumbing & Htg. Co. may not
have met the assumed deadline of April 12. Mayor Salentine will
check with the City Attorney to determine if the Committee has
the option of accepting the lowest quote and further review if
the deadline had been met.
Developer Lynn Kurer requested eleven connections for property
located on Woods Road. Ald. Dumke moved to approve request.
Seconded by Ald. Sanders, motion carried.
Steve Oschmann requested a pro -ration of an existing assessment
on Tax Key #2217.999.002 on that portion of the recently approved
Certified Survey lot division. This pro -rated portion would be
paid in full and the balance would remain with the existing
property on the payment plan. Ald. Dumke moved to recommend
approval. Seconded by Ald. Sanders, motion carried.
The Committee reviewed a request for nine sewer connections for
the Schuler property on Racine Avenue. Ald. Dumke moved to

approve connections. Seconded by Ald. Sanders, motion carried.
The amended Sewer Service Map was reviewed and Mayor Salentine
updated the Committee on the MMSD meeting relating to amending
the contract. MMSD was receptive to adding the service area with
the two following concerns needing to be addressed:
1. 1,000 foot requirement of calculating equalized
valuation adjacent to a forced sewer line.
2. The entire service area, as now defined, in the
contract shall remain as is.
Ald. Dumke reported on the input from the City Engineer which
indicated that a facilities plan must be completed and
approved. The estimated cost should not exceed $30,000. The
Committee will further review the status at the May meeting.
The Committee reviewed correspondence from Mr. & Mrs. Harry
Rogowski, S70 W17441 Muskego Drive, in regard to a $25 truck
service charge incurred because of a break in the City's sewer
lateral. Ald. Penovich moved to approve payment. Seconded by
Ald. Sanders, motion carried. The reimbursement was approved
because the City's lateral was the result of the flooding.
• The Committee discussed potential dust problem on the Oakhill
Estates sewer project and direct the Mayor to implement the
spreading of calcium chloride to implement the necessary dust
control if necessary.

The Committee reviewed the Sewer Treatment Plant Operators report
and placed on file.
