PSEM19861030CORRECTED PUBLIC SEWER COMMITTEE - CITY OF MUSKEGO • MINUTES OF MEETING HELD OCTOBER 30, 1986 The meeting was called to order at 7:05 P.M. by Chairman Penovich. Also present were Committee Members Dumke and Sanders, Mayor Salentine, Sewer Treatment Plant Operator Scott Kloskowski and those per the attached list. A request to be connected to the Muskego sewer system was made by Mr. Milton Baas, 15150 W. College Avenue, New Berlin. After considerable discussion, Ald. Sanders moved to deny the request and establish a policy that all future requests from New Berlin residents for sewer capacity be denied in order to preserve the sewer capacity for residents of Muskego. Seconded by Ald. Dumke, motion carried. The Committee requested that Mayor Salentine notify Central Credit Union of their new policy. The Committee reviewed the following quotes for forced hook-up for the David Keehan property addressed S68 W15071 Janesville Road: Zidar Plumbing & Heating $3,475.00 Lindner Bros. $3,275.00 John Lang Trenching $2,850.00 Ald. Dumke moved to accept the low bid of John Lang Trenching in • the amount of $2,850.00. Seconded by Ald. Sanders, motion carried. The Committee reviewed correspondence from the Sewer Utility Clerk regarding the following properties being considered for forced hook-up. E. J. Salentine (S79 W16227 Bay Lane Place) - November 1, 1986 is the deadline for razing of this house. Robert Klenz (2217.995) has taken out a permit to connect. Gregory Boehm (2218.987) has connected. Ludwig/Strampe properties - Mr. Stan Potrykus is awaiting response from the State to extend sewer service to three properties. Mr. Gregory Boehm appeared before the Committee to request permission to install a sewer line along a ditch instead of down the center of the road to reach his development. The Sewer Committee advised him to consult with the City Engineers to get their approval and clarification. The Committee reviewed correspondence from the City Engineers . requesting decisions on the Oakhill Estates Sewer Project. The Committee determined the following: Public Sewer Committee - Page 2 October 30, 1986 • A. The Committee will contact Mr. Rinderle (2171.994) and Mr. Stickman (2171.995) to determine whether they wish to have laterals installed on Martin Drive. B. The Committee determined that the Schwabenlender (2171.989) property will receive a front foot assessment and will be contacted to determine if a lateral assessment is required. C. The Kuglitsch property (2171.010) be assessed as a corner lot, and the Brauch (2171.997) property (2 lots) will be assessed as corner lots. D. The Sewer Utility will consider the outside grinder pump cost and installation as non -assessable for the Bradford property (2171.008) and the Brauch property (2171.997). Both of the above properties will receive a front foot assessment and lateral charge. Martin Drive will be paved 3", Oakhill Drive will be paved 2", and there will be a trench path on Parkland. E. The cost of the 320 LF of 1 1/2" force main for the Bradford property (2171.008) will be a non -assessable cost. F. The cost of the extra depth, as determined by the City • Engineer, will become a non -assessable cost since the Utility will then have a main which will have the ability to serve additional properties in the future. G. The Sewer Utility will provide the grinder pumps which will be located within five feet of the front of the house. The cost of the lateral extension from the grinder pump to the house, electric service, future maintenance of the grinder pump, and the grinder pump's forced main to the City's gravity system will be the responsibility of the homeowner. The restoration on private property will be the homeowner's responsibility. The Sewer Committee determined that the Murphy property, S68 W16879 Martin Drive (Tax Key 2171.021) has a large assessment due to the triangular shape of the lot. It was determined that the footage should be computed as if it were a square lot and then half of that computation would be the property's assessment and the other half would be part of the non -assessable cost of the project. The Sewer Committee will contact the City Engineers to determine whether the property at the end of Oakhill Drive, Tax Key 2170.995 (Regina Bozich - 3575 So. 81st Street, Milw., WI 53220) should be included in the front foot assessment for this project. If it should be included, the property owner will be • contacted to see if they wish to install a lateral at this time. 0 Public Sewer Committee - Page 3 October 30, 1986 At the September Public Sewer meeting, the Committee had directed Mayor Salentine to contact the property owner west of thb proposed Durhamswood Subdivision on Durham Drive to determined if that property wished to be serviced by sewers from Durham Drive. Mr. Ed Raimann indicated that at this time that property was not interested in sewer service and recognized that they had the option of sewering the property internally. The Committee reviewed future sewer projects and directed the City Engineers to proceed with the Wentland Drive Sewer extension so that it could be installed in 1987. The Sewer Committee will direct the City Engineers to proceed with the contract which provides for liquidated damages due to the City as a result of the delay in completion of the Ladwig Drive Sewer Project. Mayor Salentine updated the Committee on the status of FLOW. The Committee reviewed the 1987 Sewer Budget. Ald. Dumke moved to recommend Council approval of the 1987 Sewer Budget. Seconded by Ald. Sanders, motion carried. The 1987 Sewer Budget will maintain the present sewer usage charge of $375 per Residential Equivalency Charge for a single family home. Ald. Dumke moved to direct the Auditors to determine the actual indebtedness of the Sewer Utility. Seconded by Ald. Sanders, motion carried. The Vesbach agreement was reviewed and Ald. Sanders moved to recommend Council approval. Seconded by Ald. Dumke, motion carried. A copy of the agreement will be sent to Mrs. Dorothy Vesbach for her review. The terms of the abandonment have been complied with by the Sewer Utility with the exception of the cleaning out of the ditch which received discharge from the Northwest Treatment Plant. The McShane Treatment Plant abandonment was reviewed. The chain link fence must be removed and the settling pond is in the process of being leveled. Correspondence received from the Lake Lore Homeowner's Association regarding the odor condition of the McShane Lift Station was reviewed and placed on file. The Committee reviewed the Sewer Treatment Plant Operator's report. The meeting adjourned at 10:20 P.M. ca Respectfully submitted, Harold Sanders Secretary
