• MINUTES OF MEETING HELD MAY 22, 1986
The meeting was called to order at 7:00 P.M. by Chairman
Penovich. Also in attendance were Committee Member Sanders,
Mayor Salentine, Sewer Treatment Plant Operator Kolskowski, Ald.
Frank DeAngelis and those per the attached list.
Mr. Russell Burss, a New Berlin resident, appeared before the
Committee to request a sewer extension for his property on Bass
Drive. There are twelve other homes on Bass Drive that also
could be serviced. It was noted that some cooperation will be
needed between the cities of New Berlin and Muskego to extend
sewers to Bass Drive and that the request must be initiated by
the City of New Berlin. Ald. Penovich moved to defer pending
action being taken by the City of New Berlin. Seconded by Ald.
Sanders, motion carried.
Property owners from Oakhill Estates appeared before the
Committee as a result of notification that the City is looking
into the possibility of sewering this area. One property owner
has received notification from the Department of Health that they
have a failing septic, and several in attendance felt that there
septics were also failing. It was noted that only one citizen
had made a verbal reaction against this extension, but was unable
to attend the meeting. It was the consensus of all property
• owners in attendance that the City proceed with the necessary
steps to sewer this area. Mayor Salentine informed the Committee
that an engineer's report indicated that it would be feasible to
connect this area to a manhole on Parkland, but it will be
necessary to obtain easements. These sewer easements would be
needed until sewers are extended north to Martin Drive to service
this subdivision. Ald. Sanders moved to recommend to the Council
to direct the City Engineers to prepare the plans and specs for
bids and direct the City Attorney to take the necessary steps to
acquire easements. Seconded by Ald. Penovich, motion carried.
Ald. Penovich read correspondence from Mr. Howard Bernstein of
the State of Wisconsin Department of Industry, Labor and Human
Concerns which states that summer lake cottages which are lived
in on a regular basis, in an area where a public sewage system is
accessible, must be hooked up to that system within one year
according to the State Plumbing Code. Ald. Penovich moved to
arrange a personal meeting with Mr. Bernstein, our State
Representative, and the Sewer Committee to research this problem
in detail.
Mr. Bob Lamb appeared before the Committee requesting that he be
exempt from hooking up to sewers when he builds a home on Tess
Corners Drive. Due to the unique character of his property, Mr.
Lamb was asked to find an alternate method of sewering his
• property, including a grinder pump system, and return to meet
with the Sewer Committee next month with the cost estimates at
that time.

The Committee discussed the requested sewer extension on Tans
Drive, off of Gold Drive, with Mr. Richard Zach. Ald. Penovich
moved to approve the sewer extension, noting that it will not
require oversizing for future capacity. Seconded by Ald.
Sanders, motion carried.
The Committee discussed the requested sewer extension for Phase
II of the Lakeview Hills Subdivision with Mr. Frank Narlock. The
Committee agreed that Mr. Narlock could pursue the extension of
sewers through the Kohne property. The results of this
discussion with the property owner will be reported at the next
meeting.
The Committee reviewed the Wentland Drive to Hillendale Drive
sewer extension. Ald. Penovich moved to recommend to the Council
to direct the City Engineers to prepare the plans and specs for
bid. Seconded by Ald. Sanders, motion carried.
The Committee reviewed a report from the City Engineers regarding
the feasibility of a sewer extension to the Del Rio Apartments
off of Valley Drive. The Committee was receptive to the request.
Correspondence dated April 21, 1986 was reviewed regarding the
• final completion of the Industrial Park Sewer & Water system
referring to the items on the punch list, and placed on file.
Mayor Salentine updated the Committee on the Ryback claim. The
Committee recommended that the Mayor meet with Mr. and Mrs.
Ryback to reach an agreement about the sewer installation on her
property.
Mayor Salentine gave an update on status of Flow Litigation.
The Committee reviewed the minutes of the previous meeting. Ald.
Penovich personally viewed Mrs. Kraemer's residence on
Bristlecone and determined that, in his opinion, it does not
contain the fixtures which would classify it as a Mother-in-law
unit. Ald. Penovich moved to make the necessary adjustments to
the sewer usage charge based on the single family status
assessment. Seconded by Ald. Sanders, motion carried.
A report was given by the Sewer Treatment Plant Operator, Scott
Kloskowski. He reported that the metal building which was sold
will be removed this weekend. The City of Burlington has
purchased some of the equipment. However, the cutting -up of the
iron work of the treatment plant may be a problem since salvage
of the metal does not warrant the use of the gas consumed.
• The Committee reviewed the proposed resolution Establishing
Deferred Assessment Policies for Durhamswood and Aud Mar,
the proposed Resolution As To Assessment Of Oschmann Property
Public Sewer Committee - Page 3

(Ladwig Drive Sewer Project), the proposed Resolution As To
Assessment of Property (Durhamswood), and the proposed Resolution
Deferring Special Assessment (Durhamswood). Ald. Penovich moved
to recommend Council approval. Seconded by Ald. Sanders, motion
carried.
Ald. Penovich moved to recommend Council approval of the proposed
Pro -ration of the Verburgt assessment. Seconded by Ald. Sanders,
motion carried.
