MINUTES OF MEETING HELD FEBRUARY 13, 1986
The meeting was called to order at 7:00 by Chairman Penovich.
Also present were Committee Members Dumke and Taube, Mayor
Salentine, Ald. DeAngelis and those per the attached sheet.
The Committee determined that the present policy of the engineers
assuming the responsibility for restoration, notification, etc.
of the various projects will continue.
The Committee was receptive to Mr. Klenz's request for a legal
opinion in regard to the City's policy of requiring interest to
be paid on deferred assessments levied from the day of the
assessment hearing, plus the City's policy of requiring interest
to be paid on assessments before sewers are operational. The
deferred assessment request was initiated in regard to the Aud-
Mar Estates because the improvements are not usable and the City
is getting interest on the money in escrow which has not been
paid out for the contract. Mr. Klenz's request is that interest
commence on the date that the improvement is usable. Assessments
that are levied that are not deferred, for individual property
owners who did not qualify for deferred assessements, initiated
the second part of Mr. Klenz's request.
• The Committee reviewed the sewer plans for Woods Road (Mystic to
Durham) and set a construction date of no earlier than 1987. The
approval letter from DNR was reviewed and placed on file. The
status of the required easement was presented and Mr. and Mrs.
Salmen have been contacted and are reviewing the necessary
documents.
The following properties were discussed in regard to connection
to the sewer system:
Bass Bay Sewers
Ald. Dumke moved to deny the hardship request of Jack Verburgt
and include the property in the list of forced hook-ups.
Seconded by Ald. Penovich, motion carried.
Frank Switala, Sr., appeared before the Committee to discuss his
permit to convert a summer cottage to a storage shed. He
indicated the necessary requirements, based upon the information
he received from the Building Department, were that if the
improvement to install sewers exceeded 50% of the valuation, the
permit would not be granted. A copy of the City Attorney's legal
opinion on summer cottages will be sent to Mr. Switala. A
response to that correspondence is to be provided to the City
• prior to the Common Council meeting of February 2S, 1986.

Craig Lawdanski appeared before the Committee on behalf of the
Walter Lawdanski property and will contact the City prior to the
Common Council meeting of February 2,t, to notify whether or not
they will connect to sewers or obtain a razing permit.
Mr. E. J. Salentine appeared before the Committee requesting that
his summer cottage be exempt from the required stand-by charge
since he had obtained a razing permit and that permit allows 18
months for removal of the structure.
Ald. Dumke moved that the policy established for razing a summer
cottage will be that if the structure is removed prior to June 1,
there will be no stand-by charge. If the razing is not completed
by June 1, the stand-by charge will commence on the date
established by the Ordinance. Seconded by Ald. Penovich, motion
carried.
Ald. Penovich moved to initiate the forced hook-ups for
properties located in the Bass Bay, Woods Road and Kurtze Lane
sewer projects and direct the Building Inspector to proceed with
obtaining quotes to connect the following properties to the sewer
• system. These quotes should be reviewed by the Public Sewer
Committee at their March 27, 1986 meeting.
