• MINUTES OF MEETING HELD OCTOBER 10, 1985
The meeting was called to order at 7 07 P.M. by Chairman
Penovich. Also present were Committee Members Dumke and Taube,
Mayor Salentine and those per the attached list.
Ald. Dumke moved for approval of the request for extension of
sewers on Adrian Drive to service four lots. Seconded by Ald.
Taube, motion carried.
Mr. Wisinski, S72 W16227 Edith Court, appeared before the
Committee stating that his sewer usage charge should not have
started at the time the lateral inspection permit was satisfied
but should have started the date the occupancy permit was
issued. There was no use of this system until the family was
able to move into the dwelling. The Committee requests an
opinion from the Building Inspector as to the reason that the
Ordinance was written requiring charges to commence when the
lateral inspection has been completed.
The Committee discussed the Residential Equivalency Charge billed
to Mr. James Kowalkowski, Westwood Drive. He is charged 1 REC
for the plumbing business and 1/4 REC for an accessory
business. The Committee determined that the charge is correct.
• The Committee reviewed Robert Klenz's request for a $250 RCA
charge because there was an existing building on the pro pperty
served by a septic system. The Committee agreed to the $250.00
RCA charge for Mr. Klenz's property.
Mr. Mark Kosobucki's request was reviewed and the Committee
agreed that his RCA charge would be $250.00 even though the house
is removed because if it would not have been removed and
connected to the system, the charge would have been $250.00.
Mr. E. J. Salentine appeared before the Committee, upon the
direction of the Building Inspector, so that the Committee could
clarify if a lateral stub would be allowed to be extended beyond
the anticipated asphalt. The Committee agreed to allow the
lateral extension providing the Plumbing Code is not violated.
Mr. Salentine was advised to work with the Building Inspector for
the required inspection.
Mr. Robert Klenz requested a deferred assessment on his
property. The Committee moved to deny deferred assessment
request.
The Committee reviewed Attorney Molter's letter of October 5,
1985 regarding the Bostater deferred assessment. Attorney Molter
states that Mr. Bostater's agreement, his old deferred
assessment, could be terminated and a new deferred assessment be
. established under the new policy. The Committee agreed with this
procedure.

The Sewer Treatment Plant Operator gave his monthly report.
Ald. Dumke reported on a physical inspection of the North Shore
Lift Station with the Sewer Treatment Plant Operator and Mrs.
Mary Ann Brunner which was done to determine if there was an odor
problem. In Ald. Dumke's opinion, the diesel fumes from the lift
station are not a problem. There was no odor from the wet well
that was noticeable when the cover was in place.
The Muskego Volunteer Fire Department is going to contact Mrs.
Bruce and hopefully within three weeks the building addressed
W198 S11099 Racine Avenue will be removed.
Ald. Taube updated the Committee on Ann Drive and indicated that
he will be meeting with the Public Works Department to clarify if
they will waive the curbs and gutters so that cost figures can be
supplied to the parties involved.
Woods Road, Mystic to Durham, sewer plans were reviewed and the
Committee recommended that the engineers submit to MMSD and DNR
for approval.
The Committee reviewed the agreement received from the Wisconsin
Corp. Central Credit Union and recommended Council approval.
The Committee reviewed the following bids for the forced hook-up
for Kurtze Lane (Verburgt).
John Lang $20,415.00
Reesman's (Big Bend) $31,777.00
Underground Pipeline $33,545.00
Ed Zidar $19,816.00
Ald. DeAngelis moved to recommend the bid of $20,415. from John
Lange. Seconded by Ald. Taube, motion carried. The Committee
did not recommend the low bid of Zidar because of failure to
submit a bid bond and prequalification forms.
The meeting adjourned at 10:30 P.M.
