PSEM19850801• PUBLIC SEWER COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD AUGUST 1, 1985 The meeting was called to order at 7:26 P.M. by Chairman Penovich. Also present were Committee Member Taube, Mayor Salentine, Building Inspector Lee and those per the attached list. Ald. Dumke was absent. Building Inspector Lee discussed Summer Cottages as they relate to the present Ordinance, State Plumbing Code requirements and how the property would be affected if the property improvement exceeds 50% of the equalized valuation. The cost estimates for connecting a typical summer cottage were presented. Mr. Harold DeBack made the Committee aware of a petition that has been circulated supporting a five year phasing out period or connecting to the Municipal Sewer System of summer cottages which will be filed with the City Clerk. Ald. Penovich read Attorney Molter's letter of May 10, 1985 giving a legal opinion as to summer cottages. After considerable discussion, Ald. Taube moved to recommend to Common Council granting a five year extension for the required connection for summer cottages to the Municipal Sewer System. Seconded by Ald. Penovich, motion carried. The Committee further requests a legal opinion from Attorney Molter to determine if the 50% rule for summer cottages applies when an • extension of time has been given. Building Inspector Lee stated that at this time if someone requests a permit to hook up to the Municipal Sewer System, compliance with the legal opinion of not requiring the 50% rule would be recognized by his department. The Committee reviewed with Mrs. Cameron Bruce the forced -hook-up requirement for her property on So. Denoon Road. Ald. Taube moved that the property owner report back to the Building Inspector by August 9 with proof that the eviction process has been started and sign an agreement insuring the cottage will be razed within 30 days after the cottage is unoccupied. Seconded by Ald. Penovich, motion carried. The Engineer's pumping alternatives for the lift stations were reviewed. Ald. Taube moved to recommend to the Common Council implementing Alternate D as follows: Provide a permanent generator for the Jensen Park Lift Station (#11 ). Provide piping for portable pumps for the remaining 7 lift stations: Permanent generator: $35,000 Piping revisions - 7 stations: 49 0000 Total Cost , Seconded by Ald. Penovich, motion carried. r� • Public Sewer Committee - Page 2 August 1, 1985 Ald. Taube informed the Committee of the meeting held prior to this meeting with the residents of Ann Drive, he and Mayor Salentine. Ald. Taube requested that the condemnation procedure for acquiring a sewer easement be placed on hold until the residents affected contact him. No action was taken on the Bostater/DeBack request pending further research by the City Attorney and Clerk's Office. The Committee reviewed the City Clerk's correspondence regarding the possibility of going to a quarterly billing for the Sewer Usage charge and recommended to stay with the yearly billing on the tax bill. Ald. Taube moved to accept the $100.00 offer by the Parks & Recreation Board for fencing located at the northeast lagoon contingent upon the abandonment of that lagoon. The Mayor noted that the DNR was granting a one year extension to the November 30, 1985 abandonment requirement. Seconded by Ald. Penovich, motion carried. • Considerable discussion was held in regard to Scott Krause's recommended expanded sewer service area. Ald. Taube moved to ask the Plan Commission to review the recommended boundaries for a growth area. Seconded by Ald. Penovich, motion carried. The meeting adjourned at 10:25 P.M.
