MINUTES OF MEETING HELD DECEMBER 13, 1984
The meeting was called to order by Chairman Gaetzke at
7:00 P.M. Also present were Committee Member DeAngelis, Mayor
Salentine and those persons per the attached list. Ald. Penovich
was absent.
The Committee further reviewed correspondence from Egg Products,
Inc. of October 11, 1984. Mr. Gerald Conrad and Mr. Edward
Arnold appeared before the Committee stating that their water
meter would be certified and hooked -up by December 31, 1984.
They were informed by the Committee that any additional RECS they
anticipate purchasing must be done by January 1, in order to
purchase the capacity at $250.00 per REC.
The Committee discussed the forced hook-up for the Cameron Bruce
property addressed W198 S11099 Racine Avenue. Ald. DeAngelis
reported that Mrs. Bruce, residing at S110 W20392 South Denoon
Road will be taking out a sewer permit by December 31, 1984.
The Committee discussed Ready To Serve Charge for properties with
no inside plumbing and serviced by an outhouse. Ald. Gaetzke
moved that a Ready To Serve Charge be assessed against all
• properties that have the availability of sewers and have not been
required to connect because there is no inside plumbing. He
further directed the Sewer Utility Clerk to correct the billing
to include all properties that are in a sewer district and are
not connected to a sewer. There will be further discussion at
the January meeting.
The Committee discussed report of sewer treatment operator with
Jim Kibbe. The Committee directed that Stanley Walters be
notified that there will be no provisions for dumping holding
tank waste at the Northeast Pumping Station after the first of
the year.
The Committee discussed the Bass Bay Sewer Project complaints
with Building Inspector Gerald Lee. They also reviewed two
letters received from Frank Switala, Sr.; one pertaining to
damage to the house and the other for fence on Sobek Lane.
Copies of the letters were referred to the City Engineers.
The Committee reviewed the request of Jeffrey Blume for
reimbursement of charge for installation of a sewer lateral in
the amount of $225.00 on the four lots he owns on Pioneer
Drive. Ald. Gaetzke moved to deny the lateral reimbursement.
Seconded by Ald. DeAngelis, motion carried.

• The Committee discussed the proposed water meter reading
charges. It was suggested by the Building Inspection Department
that a $10.00 charge per reading (regardless of number of meters)
be established for each sewer user and that only two readings be
made per year with the Utility Clerk estimating the other two
quarterly readings. The Committee also discussed the
certification of the meters and were informed that all services
of 1 1/2 inch and larger with a by-pass would required a city
seal. The charge for the seal installation will be $10.00.
The Committee discussed possible sewer extensions for Bellview
Drive with several residents who appeared and expressed an
interest in the Bellview Drive sewer extension.
Mr. Carl Gratzek appeared before the Committee expressing his
interest in the sewer extension on Ann Drive since he intends to
develop the land adjacent to Ann Drive. Various methods of
assessing the sewers as well as making the now private road
improved so that it could be dedicated to the City. Ald. Gaetzke
moved to proceed with sewering Ann Drive. The three property
owners adjacent to Ann Drive will be notified and invited to the
January meeting. Seconded by Ald. DeAngelis, motion carried.
The Committee requests a report from Ruekert & Mielke regarding
• the feasibility of sewering Woods Road from Mystic Drive to
Durham Drive, Bellview and Ann Drive.
The Committee reviewed the correspondence from Waste Management
regarding sewer service. Waste Management will be contacted to
further negotiate this request.
The Committee discussed the probationary period for Sewer Utility
Supervisor. The Committee determined that there will be a one
year probationary period starting on January 1, 1985. The Sewer
Utility Supervisor will be expected to attend all sewer meetings
without overtime or compensatory time being allocated.
The Committee discussed the indebtedness of the Sewer Utility to
the City. Ald. Gaetzke moved to have the Sewer Utility audit
reflect the exact indebtedness of the Sewer Utility. Seconded by
Ald. DeAngelis, motion carried.
The Committee reviewed the minutes of the previous meeting.
The Committee authorized Ruekert & Mielke to proceed with bidding
process acknowledging Mr. Lemke's requested time table for sewer
installation for Boszhardt Lane Project.
