PSEM19840524PUBLIC SEWER COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MAY 24, 1984 The meeting was called to order by Chairman Eugene Gaetzke at 7:10 P.M.. Also present were Committee Members DeAngelis and Penovich, Mayor Salentine, James Kibbe, Financial Consultant Seegar Swanson and those persons per the attached list. The Committee discussed the progress of FLOW Coalition and FLOW request for funding. Mayor Salentine stated that the FLOW Coalition is requesting that each community make a commitment to two payments. In Muskego's case, the commitment would amount to $42,000; $21,000 now and $21,000 when needed. Ald. DeAngelis moved to recommend payment of the commitment to FLOW. Ald. Penovich seconded. Motion was then withdrawn to obtain input from the floor. Ald. DeAngelis moved to recommend payment of the commitment to FLOW. Ald. Penovich seconded and the motion carried. The Committee discussed Ladwig Drive Sewer Lift Station vs gravity system and engineer over -cost. Chairman Gaetzke stated • that if we go gravity flow in this area it would be $52,000 more than if the lift station were used. The area served would be the same whether gravity or lift station would be used. Ald. Penovich moved to recommend the gravity sewer. Ald. Gaetzke seconded and the motion carried. The sewer treatment operator gave his report. The Committee discussed request for a connection to Bass Bay Sewer by Robert Klenz. He stated that property owners of tax key 2217.991, 2217.992, and 2217.993 were looking for commitment by the Sewer Committee for sewers to be hooked to these areas by private extension. The sewer committee agreed unanimously to make this commitment if property owners paid for the extension. The Committee discussed letter to multiple REC holders. Ald. Penovich moved to recommend approval subject to review by City Attorney. Ald. Gaetzke seconded and the motion carried. The Committee discussed Muskego Rendering request for sewer service. Seegar Swanson provided the committee with information on cost to single family home with and without Rendering hook-up concept. He described examples of splitting 0 & M between actual connections and REC's. Ald. Gaetzke moved to defer until meeting of June 14. Ald. May 24, 1984 The Committee discussed the Sewer Utility (General Budget Contributions) as it relates to state shared revenue with Seegar Swanson. Increased state shared revenue because of sewers (1983) was approximately $71,240. Estimated sewer differential in 1985 might be $76,227 and $81,563 in 1986. Ald. Gaetzke moved to recommend that at budget time the Common Council make a contribution from the city for the sewer portion of state revenue to Sewer Utility. Ald. Penovich seconded and the motion carried. The Committee reviewed sewer assessment objections submitted by Ruekert & Mielke's letter dated May 22, 1984: 1. and 2.. $1500 new connection vs. $250 existing. Ald. Penovich moved not to change the proposed $1500 and $250 RCA charge but change the effective date from July 1, 1984 to January 1, 1985 when new RCA charge becomes $1500. Ald. DeAngelis seconded and the motion carried. 3. Should $1500 RCA be given more time for payment? The Committee recommended that anyone on an individual hardship basis might be given separate consideration by Sewer Committee and Common Council. 4. Should multiple REC assessment be given more time to • pay? Ald. Gaetzke moved that Multiple REC assessments in excess of $5,000 be given option of 10 installments @ 10% interest. Ald. DeAngelis seconded and the motion carried. 5. Should more time be given to buy capacity at $250 per REC? The committee decided to leave this item as it is. The Committee discussed WEPCO easement request to service Sandy Beach lift station. Ald. Gaetzke moved to recommend approval. Ald. Penovich seconded and the motion carried. The Committee reviewed minutes of 4/26/84 meeting regarding extension of Ladwig Drive sewer project. Ald. Penovich moved to amend minutes to $60,000 from $45,000 for Schaumberg property cost. Ald. DeAngelis seconded and the motion carried. The Committee requested that Ruekert & Mielke provide a cost estimate for 8" service sewer plus required manhole to serve Lemke and Lindhorst property. Ald.
