PSEM19840209PUBLIC SEWER COMMITTEE CITY OF MUSKEGO MINUTES OF MEETING HELD FEBRUARY 9, 1984 The meeting was called to order by Acting Chairman DeAngelis at 7:15 P.M. Also present were Committee Member Gaetzke and Mayor Salentine and persons per attached list. Chairman Nilsson was absent. The Committee discussed the Ladwig Drive sewer project. Considerable input came from the people in attendance. Ald. Gaetzke moved to recommend to Council to adopt Resolution #17-84, Authorizing City Engineers to Prepare Plans and Specifications for Sewer Installation on Ladwig Drive. Ald. DeAngelis seconded and the motion carried. The Committee reviewed the bids for the Sewer Utility Vehicle. Ald. Gaetzke moved to accept the bid of Holz Motors for $12,575.00, as recommended by Superintendent Bertram. Ald. DeAngelis seconded and the motion carried. TID Districts 1 thru 7 will prorate the cost of the new truck and radio equipment. There is an additional cost of $622.00 for installation of radio equipment. • The Committee reviewed minutes of previous meeting. The Committee reviewed progress of Flow Coalition. The Committee discussed Capital cost recovery financing methods. The charge for the RCA assessment for a large water industrial user, now in existence, will be as an existing REC charge. The Committee recommended a review of Reserve Capacity Assessment escalation fee should be conducted every two years. The Committee reviewed Deferred Assessment Policy. Ald. DeAngelis moved, Gaetzke seconded, that the deferred assessment be granted for five years instead of ten years. Interest on Deferred Assessment will be computed on a yearly basis and the interest will be deferred. All payments must be made upon development or sale of property. The interest rate will be set at time of deferment request. Motion carried. Mayor Salentine discussed the revenues for engineering cost in regard to the EPA grant. The Committee recommended additional sewer meetings be held monthly.. The Committee recommended a Special Sewer Committee meeting to review Kurtz Lane bids to be held on Tuesday, February 21, 1984 at 6:30 P.M. The meeting adjourned at 11:20 P.M.
