MINUTES OF MEETING HELD JANUARY 12, 1984
The meeting was called to order by Chairman Nilsson at 7:00 P.M.
Also present were Committee Members Gaetzke and DeAngelis, Mayor
Salentine, Jim Kibbe, Seegar Swanson, Jack Verburgt and Jim
Verburgt.
The Committee discussed the Demshar Forced Hook-up and noted that
Jerry Lee advised that Mr. Demshar will cooperate completely on
the hook-up. Mr. Lee will inform the Committee when the job is
completed.
Since no correspondence had been received from the City of New
Berlin, the Committee did not discuss the amendment to the Linnie
Lac Agreement.
The Committee noted that the cost estimate from Ruekert & Mielke
to prepare plans and specs for the Ladwig Drive sewers would be
approximately $3,000. Ald. Gaetzke moved, DeAngelis seconded, to
request Ruekert & Mielke to prepare the plans for presentation at
the next sewer meeting. Motion carried.
Ald. Gaetzke moved, Nilsson seconded, to advertise for bids for a
sewer utility truck with a lift on the back to be equipped with a
Motorola radio, rather than to advertise for a van as previously
requested. Motion carried.
The Committee reviewed the sewer treatment report with Jim Kibbe.
The Committee reviewed the Kurtze Lane bids and recommended that
the bid be offered to the low bidder, Mainline Sewer and Water at
$269,454. The Committee noted that Mainline had submitted a
request to add $38,904 to the bid price to correct an error of
ommission for dewatering costs. The Committee determined that if
Mainline declined to perform the work at the bid price, the
project should be rebid, with plans and specs to include the
Hernke cul de sac.
Seegar Swanson discussed Sewer Utility Capital Cost Recovery
options with the Committee. The Committee recommended the
following:
$ 250 - Reserve Capacity Assessment (RCA) for all
existing sewer users, effective upon date
resolution authorizing same is adopted. The
$250 RCA would be payable by November
1,1984. If not paid by that date, a 5 year
payment plan would go into effect with a down
payment of $50.00 plus 9% interest by February
. 28, 1985, with interest accruing annually.

$ 250 - Reserve Capacity Assessment (RCA) for all
existing homes within the SEWRPC 2005 sewer
boundary (excluding the Denoon area) not yet
connected to sewers. The $250 to escalate by
$22.50 per year until connection is made to
the sewers. Effective upon date resolution
authorizing same is adopted.
$1,500 - Reserve Capacity Assessment (RCA) for all new
homes, to escalate by $135 per year.
Ald. Gaetzke moved, Nilsson seconded, to recommend that
Deferred Special Assessments accrue interest annually
for five (5) years at a fixed amount equal to 9% of the
original assessment, and to reconsider the deferment
interest after five (5) years, to be effective after
the January 23, 1984 public hearing. The Committee
noted the "0" and "P" Assessment Districts would not be
affected by this policy.
The Committee recommended the City Attorney draft an
ordinance to amend Chappter 3 of the Municipal Code to
incorporate a uniform $500.00 connection fee. The
Committee also requested the City Attorney to review
• Residential Equivalent Connections (REC's) to consider
changing ordinance so 1 REC equals 1 residential unit.
The Committee reviewed the minutes of the last meeting.
The Committee deferred discussion on dry wells in the Tess
Corners Area as no one appeared.
The Committee reviewed Ruekert & Mielke's recommended map and
directed the Clerk's office to prepare notices to notify people
within the sewer boundary based on the 2005 growth line
(excluding the Denoon area) regarding the new Reserve Capacity
Assessment (RCA) policy and the change in the connection fee.
