PSEM19830503PUBLIC SEWER COMMITTEE - CITY OF MUSKEGO . MINUTES OF MEETING HELD MAY 3, 1983 The meeting was called to order at 6!35 P M. by Chairman Nilsson. Also present were Committee Members Gaetzke and DeAngelis, Mayor Salentine, Ald. Penovich, City Clerk Stewart and citizens as per attached list. Discussion was held concerning the proposed contract between the city and MMSD and the forthcoming informational hearing to be held on May 9, 1983. Several items of importance to be emphasized at the hearing were suggested. Ald. Gaetzke moved to send a letter to all Muskego residents to notify them of the hearing. Seconded by Ald. Nilsson, motion carried. Mr. Scott Krause appeared before the committee to review the status of the proposed Country Club Oaks subdivision. The committee requested that Building Inspector Lee and the City Attorney review the agreements and report to the committee. Discussion was held regarding the review and updating of the city's current Special Assessment Policy established in 1970. The committee directed the City Clerk to have Ruekert & Mielke submit their recommended revisions to the committee. The committee determined further that since the current policy contained no pro- vision for deferment of laterals, that portion of the Stephens • and Froelich sewer installation could not be installed or payment deferred until such time as hook-up is approved. The committee reviewed the report of the Sewer Treatment Plant Operator, and reviewed a letter questioning the frequent breakdowns of the meter which controls the flow. Mayor Salentine will discuss the matter with Mr. Kibbe and respond to the letter. The committee reviewed the minutes of the previous meeting. Ald. Nilsson moved to correct the April 6, 1983 minutes which indicated the interest to be charged on special assessment installment payments for the Hillendale Sewer Project as 8% to read 9%. Seconded by Ald. Gaetzke, motion carried. The committee acknowledged a letter containing several questions on the creation and the functions of the Sewer Utility. Further information will be reviewed at the next meeting The committee discussed the Offer to Purchase relating to the David Ludwig property as required in the process of acquisition of ease- ments for the Bass Bay Sewer Project. Mayor Salentine advised that he was proceeding, with the condemnation process in this matter. Ald. Gaetzke moved to adjourn, seconded by Ald. DeAngelis. The it meeting adjourned at 9:32 P.M.
