PSEM19820826PUBLIC SEWER COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD AUGUST 26, 1982 The meeting was called to order by Chairman Klenz at 7:30 P.M. Also present were Committee Members Tomczyk and Nilsson, Mayor Salentine, Treatment Plant Operator, James Kibbe, and Mr. Frank DeAngelis, Mr. Richard Knudsen, Mr. Joseph Warchol and Mr. Moldenhauer. Mr. Kibbe reported on septic tank dumping in holding tanks at the northeast treatment plant by Stanley Walters. Since this added sewerage is not effecting the plant it was the committee's decision to permit this dumping on a month to month basis as long as it does not cause any problems with the plant operation. Sewer main extension on Hillendale Drive was discussed. Mr. Molden- hauer, W193 S6885 Hillendale Dr., stated that he does not want sewer service at this time. Mr. Warchol, W193 S6839 Hillendale Dr., does want sewer service and Mr. Richard Knudsen, who owns property at W193 S6853 Hillendale Dr., does have septic problems and had requested this sewer extension. The property located across the street from the Knudsen property also has a health department order on its septic system. Ald. Nilsson moved to permit the extension of the sewer main on Hillendale Dr. north as far as the Warchol property. Seconded by Ald. Klenz. Aldermen Nilsson and Klenz voted in favor and Ald. Tomczyk voted as being opposed. The motion carried. Mayor Salentine reported on the status of the Demshar hookup. Attorney Willis Lang, representing Mr. Steve Schuler, recognizing the city can help in this lot line dispute, will contact Mr. Schuler. ofThe committee and the Mayor reviewed a communication from Ruekert & Mielke, dated 8/19/82, regarding recommendations for future budgets of the sewer utility. The minutes of the meeting held 7/29/82 were reviewed, approved and will be placed on file. The committee reviewed the report of the sewage treatment plant operator and placed same on file. The proposed improvement of the road leading to the northeast plant Off of McShane Rd. was discussed. Ald. Tomczyk moved, seconded by Aid. Nilsson, to hold up the improvement on this road until it can again be discussed at the next meeting of the Common Council. Mr. Jack Bahr appeared at the meeting regarding his request for approval of sewer line for property he owns on College Ave. in the Tess Corners Industrial Park. Mr. Bahr advised he is proposing to build a warehouse building when the sewer moratorium is lifted. The committee suggested that Mr. Bahr try once more to negotiate an easement with Mr. Ristow. If he is unable to secure an easement he is to come back to the Sewer Committee for further discussion regarding the matter. Gerald Lee reported on manhole restoration bids for 107 additional manholes @ $16.68 each - total, $1,784.76 which is not eligible for the Wisconsin Fund. Ald. Nilsson moved, seconded by Ald. Klenz to recommend approval of this expenditure. Ald. Tomczyk voted "no". Motion carried. A letter, dated 8/23/82, from Ruekert & Mielke regarding a proposed ordinance to amend Sec. 3.10 of the Municipal Code was read. Ald. Tomczyk moved, seconded by Ald. Nilsson, to forward the draft to the city attorney for review and finalization. A letter dated 8/13/82 from Attorney Dale Arenz regarding the necessary easements for the sewer interceptor was read. Ald. Tomczyk moved, seconded by Ald. Nilsson, to have the appraisal firm of McCartan and Eagen of Brookfield to do the necessary appraisal work for the easements. The Plan Commission's concerns regarding the Heritage Park project were discussed. It is the feeling of the members of the committee that the sewer moratorium will be extended until the spring of 1983 to allow a full year's experience under the moratorium.
