PSEM19820322PUBLIC SEWER COMMITTEE - CITY OF MUSKEGO 46 MINUTES OF MEETING HELD MARCH 22, 1982 The meeting was called to order at 8 05 P.M. by Chairman Salentine. Also present were Committee Members Dumke and Klenz, James Kibbe, Building Inspector Lee and Supt. Bertram. Also present were those persons on the attached list. Public WorkslSupt. Willard Bertram was present at the meeting to discuss the possibility of purchasing an additional pump for the Vesbach Pump Station He indicated this would help solve the problem of being without an additional pump during failures. He advised the committee that pumps could be rented for $35.00 per day and that to purchase an Allen Pump would be approximately $2,487.00. Pump failures and the possibility of having someone man the pumps during problem periods were discussed. Ald. Dumke moved to recommend to the Finance Committee the purchase of an Allen Pump at an approximate cost of $2,487 00. Seconded by Ald. Klenz. Motion carried. Supt. Bertram also requested permission to have Ruekert & Mielke design an in-house generator for the lift station at the end of Kurtze Lane. The committee agreed with Mr. Bertram's recommendation. Mr. Saites, representing Heritage Park Condominium Development, was • present at the meeting. He gave the committee a letter from Charles Pope, DNR District Engineer, stating that the Muskego tributory to the McShane plant is NOT under a moratorium. A communication from Heritage Church tentatively accepting a proposed sewer easement on church property by Heritage Park, Inc. was reviewed. The committee discussed who would be responsible for maintenance of the sewer and easement. The committee recognized the letter from the DNR that the northeast plant is not under a moratorium and that sewer hookups are available. Mr. Scott Krause appeared at the meeting to discuss the proposed city ordinance to establish a separate holding tank sewer district in the area of Muskego Lakes Country Club. The committee saw no major concerns regarding the proposed ordinance. The matter was referred to the Rules, Laws &. Ordinance Committee. Ald. Salentine requested the Rules, Laws & Ordinance Committee assure that the effluent is not hauled and pumped into the northeast plant. A request from Ruekert & Mielke was discussed asking for Sewer Committee approval for engineering services contract for the interceptor for Woods Road. The approval would start engineering studies and give the city eligibility of 100 percent EPA Step III Grants. Ald. Dumke moved to recommend Council approval of a resolution authorizing Ruekert & Mielke to prepare plans. -and specifications for the sewer interceptor. Seconded by Ald. Klenz. Motion carried. The manhole rehabilitation bids were reviewed. The committee noted that the low bid was received from Super Excavators, Inc. in the amount of $258,830.00 pending receipt of a 60 percent Wisconsin Fund Grant. They also noted the bid price was $91,870.00 below Ruekert & Mielke's estimate and $250,000.00 below MMSD estimates. Ald. Dumke moved to recommend to Common Council the acceptance of the low bid in the amount of $258,830.00 for manhole rehabilitation. Seconded by Ald. Klenz. Motion carried. J The Demshar hookup was discussed. The committee noted that no progress has been made and that Mr Dixon does not wish to become involved in the matter of a sewer easement. Ald. Klenz moved to send a letter to both Mr. Dixon and Mr. Schuler indicating the starting of con- demnation at our next scheduled sewer meeting if neither individual responds with an alternative by that time. Seconded by Ald. Salentine. Motion carried. Public Sewer Committee March 22, 1982 Page 2. A letter from Robert Matthes, S76 W16474 Bellview Drive, regarding septic problems was discussed. Ald. Klenz will contact Mr. Matthes and advise him of the possibility of city sewer service for his area in the future. The February, 1982, Sewer Treatment Plan Operator's Report was reviewed and placed on file. Ald. Salentine reported that regular contract negotiations are being held with MMSD and future progress would be reported when details are more finalized. Ald. Salentine moved to adjourn. Seconded by Ald.
