PSEM19810413SEWER COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD APRIL 13, 1981 The meeting was called to order by Chairman Wayne Salentine. Also present were Committee Member Steinberg, Mayor Gottfried and Building Inspector Lee. The minutes of the previous meeting were reviewed and placed on file. A communication from the City Attorney's Office regarding the city's involvement with Scott Krause's request for holding tanks was reviewed. It was the feeling of the committee that since the city had previously agreed to accept the holding tank and sewer lines, etc , in order that Mr. Krause could complete his five -lot subdivision at the end of Groveway Lane it is now up to Mr. Krause to work through whatever agencies are necessary to get his request approved. The committee discussed at length the proposed contract between the City of Muskego and Milwaukee Metropolitan Sewage District. Chairman Salentine reviewed the results of the first meeting which was held Wednesday, April 1st. He reviewed with the committee Attorney Dale Arenz's correspondence with the attorney for the Milwaukee Metropolitan Sewage District which established the city's position. The two concerns that were expressed were (1) local autonomy -- in the event we contract with Milwaukee Metropolitan for sewer service we would still remain fully in charge of our own local systems. (2) cost sharing based on treatment needs -- the committee agreed that the city should try and determine once and for all whether or not building our own treatment facility was possible. Mayor Gottfried will invite a member of the DNR to a future meeting to discuss this matter. The committee agreed to request an estimate from Ruekert & Mielke as to the cost of preparing a cost analysis if the alternative of building our own treatment facility became possible. It was noted that TIF funding could be available for that study. The committee discussed the plans to improve the inflow and infiltration problems A decision will be made in the future as to whether or not we would concern ourselves with only 10 percent correction as suggested by Milwaukee Metro and the DNR or to go further with the rehabilitation of our sewers. Mayor Gottfried will contact Bill Mielke to determine the status of our inflow and infiltration correction proposal. The committee discussed the sewer connection charges which will be paid by the 12 residents along North Shore Drive who were assessed for the lateral from the sewer in Lake Meadows to their property line. It was the decision of the committee that since the property owners involved were assessed a connection fee of $200.00 would be required. • The report of the Sewer Treatment Plant Operator was reviewed. The committee considered the possibility of installing, a flow meter on S Denoon Road since the sewage flow was minimal and we are paying the Town of Norway on the basis of 300 gal. per day per resident. Mayor Gottfried will determine whether or not Ruekert and Mielke has a flow meter which can be used to determine the present flow. Ald. Steinberg moved to adjourn. Seconded by Ald. Salentine.
