PSEM19801117PUBLIC SEWER COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD 11/17/80 The meeting was called to order by Chairman Salentine at 8.00 P.M. Present were Committee Members Radtke and Steinberg. Also present were Mayor Gottfried, Gerald Lee, Stanley Potrykus, James Kibbe, Raymond Wallner, Richard Wittbrot, Mr Donald Dixon and Mr, and Mrs. Herman Haut. The minutes of the meeting held 10/20/80 were reviewed and amended to read that Mr. Stanley Potrykus had not received preliminary plat approval of his Oak Meadows Estates Subdivision. The committee once again discussed Mr. Anthony Demshar's request for right - of way necessary for sewer service to his home. Ald. Steinberg moved to recommend to Common Council the city take whatever action is necessary to secure a sewer connection on the Demshar property. Seconded by Ald. Radtke. Motion carried. The committee discussed what procedure to use in order that the rights to connect to the Lake Denoon sewers by property owners who have paid assessments can be protected. It was noted that because of the sewage flow, restrictions established by the agreement between Muskego and the Town of Norway there would be approximately 104 connections available if protection were given to property owners who have paid sewer assessments. Ald. Salentine moved to recommend to the Common Council the adoption of a policy whereby the following 103 sewer connections be reserved for the property • until the balance of the available connections are used up. Seconded by Ald. Radtke. Motion carried. Amann's Beach 12 Denoon Beach 19 Harold DeBack 26 Art Bostater 27 Possible two lot divisions 19 The committee reviewed communications mailed to the four property owners by Building Inspector Lee regarding forced hookups. Building Inspector Lee advised the committee of the procedures he has used in the past. The committee directed Building Inspector Lee to continue his efforts to have the forced hookups completed as quickly as possible. The committee reaffirmed its position that it is in the best interest of the individuals involved to continue the practice of obtaining quotes of the cost for the connections to be made. The report of the sewer treatment plant operator was reviewed and placed on file. Mr. Stanley Potrykus appeared before the committee to discuss his request on behalf of Mr. and Mrs. Herman Haut that the proposed subdivision, Oak Meadows Estates, be granted sewers. The committee discussed at length the question of how best to allocate the sewer connections which are available. Mr. Richard Wittbrot explained that the property in the area of Kelsey Dr. and Racine Ave. could be served by a gravity sewer which would be constructed through the Caesar property. He indicated that there were approx- imately 21 parcels which could be served by that sewer. Chairman Salentine reminded those present that there is a court action pending between Mr. Potrykus and the city which could very well settle the question and he suggested that specific action be delayed for four to six months. Ald. Steinberg moved -to recommend to the Common Council that the moratorium on the extension of sewers in the Lake Denoon area, with the exception of the previously discussed 103 connection, be continued to June 1, 1981. Motion carried. - \ Public Sewer Committee ,November 17, 1980 % Page 2 Sewer Treatment Plant Operator James Kibbe and Building Inspector Lee discussed with the committee the need for lands to deposit sludge generated by the northeast treatment plant. Chairman Salentine indicated that there were individuals available who could haul the sludge away if it was deemed necessary. Mr. Kibbe advised the committee that if the land on the west side of the treatment plant were properly prepared it could serve the city's needs for some time. The committee agreed to have the necessary work done in order that land owned by the city on the west side of the northeast treatment plant could be available for the depositing of sludge, when needed.
