• PUBLIC SEWER COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD JUNE 16, 1980
The meeting was called to order by Chairman Salentine at 8:10 P.M.
Also present were Committee Members Steinberg and Radtke, Mayor Gottfri
Gerald Lee, Ald. Knudson and those persons as per the attached list.
The minutes of the previous meeting were reviewed and placed on
file, as corrected. The second last paragraph of the minutes were
corrected to read, "Cost of bringing sewer and water to lot line in
the industrial park".
Unfinished business
The committee reviewed a communication from the Clerk's Office
indicating that sewer charges for the last quarter of 1979 had not
been paid by the Parkland Theater. Because of the fact that new
owners have taken over the theater, Ald. Radtke moved to recommend
to the Finance Committee that the charges .in the amount of $66 00
for the last quarter of 1979 be waived. Seconded by Ald. Steinberg.
Motion carried.
Discussion took place regarding the need for a cash bond or surety'
• bond when approving applications for holding tanks. Ald: Salentine
moved to recommend to the Rules, Laws & Ordinance Committee that the
ordinance relating to holding tanks be amended to delete that section
which requires surety or cash bond and to replace it with the right
to have any costs involved by the city be placed on their tax bill.
Seconded by Ald. Steinberg, Motion carried.
At the request of Mr. Scott Krause's attorney the matter relating
to a holding tank from Mr,- Krause. deferred until the next meeting.
New business
Ald. Steinberg moved to allow flushing of the sewer lines in the
northeast plant only by septic haulers and that they must be
accompanied by a public works vehicle. Seconded by Ald. Radtke
Motion carried,
The Sewer Treatment Plant Operator's Report for May, 1980 was
received and placed on file,
Mr, Estel Ellery, who was present at the meeting, stated for the
record that when the lagoons were lowered no chlorine was used. The
committee requested Mayor Gottfried to obtain a report from the
Sewer Treatment Plant Operator regarding this matter and submit
it to the Sewer Committee.
• The committee reviewed a request for permission to construct a two-
story addition to a home in the Linnie Lac Sewer District. Ald.
Radtke moved to deny the request. Seconded by Ald. Salentine. Motion
carried.
Release of payments to Rock Contractors and Super Excavators was
discussed. It was the committee's decision to withhold final payment
to both firms until all problems are solved.
Mr. Bruch, North Shore Drive, appeared at the meeting to advise the
committee that a riser had not been installed in the sewer which is
to serve his property, He indicated that this required additional
excavations and therefore his cost could be substantially greater
than normal. Gerald Lee advised the committee that risers are used
when.the sewer is at an unusual depth. Chairman Salentine advised
Mr, Bruch to contact the Sewer Committee after he receives his
statement for damage incurred. The matter will be discussed with
Ruekert & Mielke.

Mr. Harold DeBack appeared at the meeting to request reservation of
sewer connections in the Lake Denoon District for those individuals
who have received an assessment, The committee requested Building
Inspector Lee to advise them of the number of sewer connections in
the Denoon District which might be considered reserved
The following correspondence was reviewed:
Fountainwood Pool Association, directed to the city, advising
of months that pool is open.
Letter to Ray Musolf regarding damaged trees - Mayor to continue
to negotiate.
The committee reviewed the Financial Audit of the Sewer Utility.
Ald. Radtke moved to adjourn, Seconded by Ald. Steinberg Motion
carried. The meeting adjourned at 10:55 P.M.
