PSEM19800211PUBLIC SEWER COMMITTEE - CITY OF MUSKEGO • MINUTES OF MEETING HELD FEBRUARY 11, 1980 The meeting was called to order by Chairman Dumke at 7:30 P.M. Also present were Committee Member Salentine, Mayor Gottfried and those persons as shown on the attached list. Mr. William Siebold, representing Super Excavators, Inc., appeared to discuss their request for the release of $7,500.00 to cover work completed in the Lake Denoon Sewer Project. He reviewed with the committee the several restoration items which are holding up payment. Ald. Dumke moved to authorize payment of $6,500.00 to Super Excavators and that $1,000.00 be retained to assure repair of the generator wall, lift station site restoration and reimbursement to Retzlaff for tree removal. Seconded by Ald. Salentine. Motion carried. The committee agreed that the balance of the restoration problems have been resolved satisfactorily. Mr. Harold Dhkfuss appeared to request permission to use the sewer on Lawndale P1. He indicated that he plans to build a home just north of the sewer and would connect his lateral directly into the manhole on Lawndale P1. The committee indicated they would have no objection to the request if approved by Ruekert & Mielke. Mr. Ray Wallner appeared to request that his property on Parker Drive • be provided with municipal sewer either from the Denoon Sewer District or from the northwest or northeast treatment facility. Mr. Scott Krause appeared to request that the committee explore with the City of Franklin the possibility of having his property served through the Franklin sewers. Copies of his letters to Ald. Dumke, dated 1/11/80 and 2/6/80 were received and placed on file. It was the decision of the committee not to consider the request until after the meeting with Milwaukee Metropolitan Sewage Commission which will be held sometime in April. Mr. Estel Ellery appeared before the committee to determine when municipal sewers would be available to residents living in the Bass Bay area. Chairman Dumke explained the problems that have been encountered with that proposal. Mayor Gottfried advised the committee of the status of the negotiations with the Vesbachs for the rental of the lands used for the northwest treatment facility. Correspondence from Ruekert & Mielke and Attorney Don Molter regarding the placement in the city's right-of-way in order that the former Stephens property can be served with municipal sewer was received and placed on file. The report of the sewer treatment operator for January, 1980 was toreceived and placed on file. The committee reviewed the list of those residents living in the Freedom Acres and Bay Lawn Subdivisions who have not connected to the city's municipal sewer system. Ald. Dumke moved to recommend to the Common Council to have the city's consulting engineers prepare the plans and specifications and to advertise for bids for those homes not connected to the sewer system in the Freedom Acres and Bay Lawn Subdivisions. Seconded by Ald. Salentine. Motion carried. The committee received a communication from City Clerk Bette Bowyer advising them that Dandlion Park officially closed on April 1, 1978 and Mr. Willard Masterson has requested that he be refunded the sewer service charge which he paid for 1979 and 1980. Ald. Salentine moved to approve a refund to Willard Masterson in the amount of $672,.00 for sewer usage charge for the years 1979 and 1980 which was billed in error. Seconded by Ald. Dumke. Motion carried. • Public Sewer Committee Page 2. 2/12/80 The committee reviewed communications from Attorney George Weber to the city and from the city to Mr. Weber regarding the connection of Parcel 3 of a previously.approved-division of the John Paul Property to the city's sewer system. Ald. Dumke moved to grant the request subject to approval of the proposal by the city's entineers and, if necessary, the Dept. of Natural Resources. Seconded by Ald. Salentine. Motion carried. Mr. Harold DeBack and Mr. Art Bostater briefly discussed with the committee their interest in re -defining the boundaries of the Denoon Sanitary Sewer District. The committee discussed the problems several residents of the Denoon area have been experiencing with the connection of their lateral to the sewer system. Rock Contractors have indicated that they would credit the City of Muskego $100.00 as a result of their failure to install the necessary boot. Mayor Gottfried was directed to discuss with Building Inspector Lee the status of this matter. Ald. Salentine moved to adjourn. Seconded by Ald. Dumke. Motion . carried.
