PSEM19790129N • i PUBLIC SEWER COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JANUARY 29, 1979 • The meeting was called to order by Chairman Dumke at 7:30 P.M. Also present were Committee Member Tomczyk, Mayor Gottfried and Mr. John Mielke. Mr. Joseph M. Nettesheim and Mr. Bennett Nettesheim appeared to determine whether or not their property would be served with sanitary sewer through The Meadows development. Mayor Gottfried indicated that it was his opinion that Mr. Potrykus had planned to provide an 8" sewer along the back lot lines, which would serve all the properties facing Kelsey Drive on the south side. Mayor Gottfried will contact Mr. Potrykus regarding the matter. Mr. David Cunningham appeared before the committee regarding the need for sewers in order that he could construct a single family home on 10 acres of property owned by Milbrew, Inc. located on the northwest corner of Racine Avenue and Highway 24 Mr. Cunningham was advised that prior to the issuance of a permit, the deferred assessment on the property would become due and payable. Mr. Cunningham indicated he understood this requirement indicating that his company owned half of the frontage along Racine Avenue and Mr. Schaeffer owned approximately the other half. Mayor Gottfried was directed to contact Mr. Buckley regarding the matter and advise Mr Cunningham of his findings. A request for the release of $69,942.64 to Super Excavators, Inc. • for work done in the Denoon area was discussed. Building Inspec- tor Lee advised the committee that Super Excavators had some restoration that still was not complete. Mr. Mielke indicated that the waiver of lien for the lift station had not been filed. Following discussion, Ald. Tomczyk moved to approve the release of $50,000 of the requested $69,942.64 subject to approval from John Mielke. Seconded by Ald. Dumke. Motion carried. A request for release of $61,814.90 to Rock Contractors for work on Lake Denoon prompted a motion by Ald Dumke for release of the $61,814.90 Seconded by Ald. Tomczyk. Motion carried. Receipt of a sewer inspection report from Treatment Plant Operator James Kibbe was acknowledged. The committee reviewed once again the communication from the sewer utility clerk regarding the failure to collect sewer usage charges for a duplex located on Hillside Drive. Following dis- cussion, Ald. Dumke moved to charge Mr. Olson, W192 S7202 Hillside Drive, 50% of the unpaid charges from 12-1-73 to 12-1-78. Seconded by Ald. Tomczyk Motion carried. Mayor Gottfried advised the committee that at the time the assessment for sewers in the Denoon area was established, it was agreed that in addition to the lineal foot assessment there would • be a $200.00 sewer hook-up charge for those people living within the Denoon sewer utility who had paid per lineal foot assessment. He indicated that action by the Common Council regarding this matter is necessary. Ald. Dumke moved to recommend to the Common Council that a $200,00 connection fee be charged to those people living within the Denoon sewer district who were charged a lineal foot assessment. Seconded by Ald Tomczyk. Motion carried. Mr. John Mielke presented the committee with a rough draft showing what the new boundaries of the Denoon sewer utility district would be if approved by the Town of Norway Sewer Commission and the Common Council. He compared the proposed boundaries with the old boundaries, indicating that the district would be somewhat smaller and based on the proposed rezoning the ultimate density would be less than originally planned. The committee noted that SEWRPC had shown the density in the Denoon area at 8 persons per acre, whereas the recently approved preliminary plat of The Meadows indicates an estimated 6 persons per acre, and a concept for the DeBack and Bostater properties indicates 4.9 persons per acre. Public Sewer Committee January 29, 1979 • Page Two Mr. John Mielke also discussed with the committee the new effluent standards recently established by the DNR for the northwest and northeast sewer treatment. He indicated that the northwest standards were 5-5-1 and the chain 15-20-1. He emphasized that it was imperative that the City Attorney begins negotiating an agreement with DNR in order that court appearances could be set sometime in March. n U Mr James Kibbe, Treatment Plant Operator, discussed with the committee the need for more effective alarm systems and suggested that the utility purchase four new Butler National Corporation ADAS II automatic dialers Mr. Mielke advised the committee that if an order to purchase could be sent in immediately they would cost $775.00 as compared to almost $1,300.00 after February 1st. Ald. Dumke moved to authorize the purchase of the requested equip- ment. Seconded by Ald. Tomczyk Motion carried. The committee again discussed the final plat of Lake Brittany Estates Addn. No. 1 and whether or not the plat should be denied because of the possibility of a major interceptor which would be constructed through the subdivision It was noted by the committee that to deny the final plat would probably require the City to immediately purchase the land needed if and when the interceptor is constructed. It was the decision of the committee to not object to the plat on the basis that if and when the interceptor is constructed it could be moved north in order to miss the plat There being no further business, Ald.
