PUBLIC SEWER COMMITTEE - CITY OF MUSKEGO
• MINUTES OF MEETING HELD JUNE 19, 1978
The meeting was called to order by Chairman Dumke at 8:16 P.M. Also
present were committee members Tomczyk and Ford, Mayor Gottfried, Mr.
John Mielke and those listed on the attached sheet.
Mr. John Mielke reviewed with the committee his report dated July,
1977, and indicated that after once again looking at the records he
still recommends that the northwest plant could handle an additional
500 sewer connections and the northeast plant an additional 250
connections. He advised the committee that following a meeting with
representatives of the Milwaukee Metropolitan Sewage, Commission the
information he needs to complete the Inflow and Infiltration Analysis
should be available in September. Mr. Mielke also indicated that
connections to the metropolitan sewer would not be possible until at
least 1982, if not later. Mr. Mielke also provided the committee with
updated cost estimates for the sewer to be constructed in the Bass
Bay area. He indicated that because of poor soils and high ground
water the c o s t wou i d be an estimated $57.00 per lineal foot.
Mayor Gottfried provided the committee with a report to substantiate
his recommendation that the moratorium be lifted. He indicated
that unless the city maintained a growth rate of somewhere between
175 to 200 homes per year the city tax rate could raise from $4.22 per
$1,000.00 to $7.50 per $1,000.00 the first year.
• Several questions were raised regarding the estimated cost of sewers,
what is being done to correct the infiltration problem and why the
phosphate content was so high at the outflow of the northwest plant.
Mr. Mielke explained the status of the I & I Study and that approval
from the EPA must be received before any major corrections can be
started if federal funding is to be had. Mr. James Kibbe, treatment
plant operator, explained the procedures he is using to reduce the
phosphate content and indicated that tests have shown a marked
improvement.
Ald. Ford commented on Big Muskego Lake. He said the sponges on the
lake were not just in the Bass Bay area, but they were all the
lake. The sponges and color of the lake is not only from the treatment
plant. He indicated he had read all of the reports and listened to all
the comments and he still felt the moratorium should be maintained for
another year. He further stated that the current problems such as
infiltration, etc. should be resolved before any new construction took
place. Ald. Ford moved to maintain the moratorium in the northwest
area for one (1) year (July, 1979) and that the moratorium be reviewed
in January, 1979. Seconded by Ald. Tomczyk. Motion carried 3-0.
Mayor Gottfried asked the committee how this motion would affect the
negotiations with Mrs. Viola Kurtze. Ald. Ford indicated that if
treatment standards would allow it the committee would consider that
•development along with any others that might provide special benefits
to the city.
Ald. Ford moved to recommend to the Council the approval of 29 lots
for Sandy Knoll Subdivision in the northeast district. Seconded by
Ald. Tomczyk. Motion carried.
Ald. Ford moved to continue the moratorium in the northeast district
for all developments other than minor subdivisions (4 lots or less)
until July, 1979 and that the moratorium be reviewed in January, 1979.
Seconded by Ald. Tomczyk. During discussion it was again repeated that
if a subdivision was advantageous to the city definite consideration
would be given.

Mr. Ray Gray, representing Rite Realty, indicated that he had provided
the Public Works Committee with a communication indicating that if and
when Woodlawn Subdivision would be approved his company was willing to
aid in the correction of the drainage problems in the Tess Corners
area by paying for an invert on the north side of his subdivision and
providing the city the land for the necessary detention pond. He also
indicated his willingness to pay for the cost of equipment needed to
add polymers to the northeast treatment plant.
Mrs. Loretta Yanny appeared before the committee to explain why she has
requested $1,500.00 from the city as a result of damage to her blue
spruce tree in 1971. She reviewed what had happened during construction
of sewers in front of her house and indicated she had informed the
city clerk's office by letter of the damaged sod, removal of lot stakes
and the damaged tree by phone. The committee reviewed a communication
by Mrs. Bowyer stating she did not recall the incident a s
w ell as a statement from Supt. Bertram. The committee could see
no reason to reconsider their action denying the request for restitu-
tion.
Chairman Dumke read a communication from Attorney John Love who
represents Viola Kurtze indicating the conversation which took place
during the meeting between himself, Ald. Dumke and David Ludwig.
•Discussion followed with Mayor Gottfried explaining to those present
what the alternatives are in regard to the solving of the sewer
problem in the Bass Bay area. He indicated that it will be necessary
to review the financial status of the city and the utility district.
Mr. James Kibbe, Sewer Treatment Plant Operator, advised the committee
that arrangements would have to be made to connect the Tudor Oaks
Lift Station and the lift stations at Lake Denoon and Bass Bay when
constructed, to the alarm system at the Police Department. Mayor
Gottfried indicated that he would discuss the matter with Chief Kraus.
The minutes of the previous meeting were reviewed and placed on file.
Mr. Zach appeared at the meeting to question how the maintaining of
the moratorium would affect the Froelich Subdivision. He was advised
by the committee that four (4) lots would be approved, however, eight
(8) would not.
Ald. Tomczyk moved to adjourn. Seconded by Ald. Ford. Motion carried.
The meeting adjourned at 10:45 P.M.
