OF MEETING HELD

The meeting was called to order by Chairman Dumke. Also present
were Committee Member Tomczyk and Mayor Gottfried as well as those
listed on the attached sheet.
Mr. Bernstein and Mr. Cunningham appeared before the committee to
discuss the status of the Wildflower development and to explore the
possibility of transferring a portion of'the units planned for the
Wildflower development to a 10-acre parcel adjacent to it. Mayor
Gottfried reviewed with the committee the history of the development.
Building Inspector Lee questioned whether or not use of that 10-acre
parcel would require full payment of the deferred assessment. Mayor
Gottfried advised Mr. Bernstein that any multiple development on the
10-acre parcel would require a rezoning and possibly would force a
new hearing on the Wildflower Planned Unit Development. It was the
committee's decision to defer any consideration on the matter until
City Attorney Buckley can be consulted.
Mr. Harold DeBack appeared at the meeting to discuss the assessment
procedure for the two -parcel division on Racine Avenue. After
discussion, a formula was devised whereby a sum of $1,003.58 was
considered to be the fair assessment. Ald. Dumke moved to recommend
Council approval of a sewer assessment in the amount of $1,003.58
• for that division for Harold DeBack. Seconded by Ald. Tomczyk.
Motion carried.
Inspector Lee presented three applications for parttime sewer
inspectors. It was the decision of the committee to authorize Mr.
Lee to hire Mark Stelmaszewski and Jeff Switalski and to have them
receive a 10-day training period after which he will determine whether
or not both inspectors will be needed.
Mayor Gottfried discussed with the committee the status of the Lake
Denoon Sewer Project. He indicated that the attorney for the Norway
Sewer District has approved the release of the project by the DNR
and that very likely construction will begin within the next few
weeks.
Mayor Gottfried advised the committee that a meeting has been arranged
with Mr. Viola Kurtze and her attorney for Wednesday, March 22, 1978,
at 7:00 P.M. The purpose of the meeting will be to discuss the
status of the need for land to be used in the construction of sewer
and roads.
The minutes of the previous meeting held February 20th were reviewed
and placed on file.
The committee reviewed a request from Willard Anderson for a refund
in the amount of $220.00 covering the cost of the installation of a
sewer lateral charge serving a lot that has been declared non -conforming.
He also requested an additional $27.00 for monies previous paid as a
stand-by fee. The committee noted that the Council had denied Mr.
Anderson's request for legal lot status. They further noted that the
stand-by charge was rescinded in February, 1972, and it has not been
a policy of the city to refund those charges. Ald. Dumke moved to
recommend to the Common Council a refund of $220.00 to Mr. Willard
Anderson for a sewer lateral charge serving a lot which cannot be
built upon. Seconded by Ald. Tomczyk, motion carried.
The committee reviewed the quotations for testing equipment necessary
to meet the requirements of the DNR. Ald. Tomczyk moved to recommend
to the Common Council the acceptance of the quote by Curtin Matheson.
Seconded by Ald. Dumke, motion carried.
The committee reviewed a communication from Ruekert & Mielke regarding
the proposed Holiday Park development on S.T.H. 24 and what affect it
would have on the sewers in that area. Same placed on file.
Ald. Wallner again requested sewer service for his property on Racine Ave.
Ald. Dumke moved to adjourn, seconded by Ald. Tomczyk, motion carried.
The meeting adjourned at 9:02 P.M.
