PSEM19770829K •PUBLIC SEWER COMMITTEE- CITY OF MUSKEGO MINUTES OF MEETING HELD AUGUST 29, 1977 The meeting was called to order by Mayor Gottfried at 8:15 P.M. Also present were Committee Members Ford and Tomczyk and Ald. Wallner. Mayor Gottfried explained that the purpose of the meeting was to Is discuss whether or not the present building moratorium should be lifted, to determine the status of the proposed Wildflower development which has been granted 126 sewer connections and the status of Marlan Meadows and Guernsey Meadows Addition ##1 proposed subdivisions. Mr. E. Ace Bernstein, representing Northland Developers, indicated that be was ready to start the proposed development immediately and that he could supply a letter of financial commitment from a bank, however a law suit between Northland Developers and the owners of the land involved is now pending. Attorney John Multhauf, representing Mr. George Schaefer, indicated that there was a possibility the matter may be resolved shortly and he requested they be given 30 to 60 days before the committee discusses whether or not the commitment to provide sewers to a yu,tioi; of Wildflower development should be reviewed. or. Mr. Ray Gray, representing Rite Realty, appeared to discuss with the committee his request for municipal sewers to serve Guernsey Meadows Addition #1 which contained 31 lots and which is adjacent to the exist- ing Guernsey Meadows Subdivision. He indicated that the addition was part of a previously approved development which included an eight or nine acre park dedicated to the city. The committee reviewed those areas and subdivisions needing sewer service which have either been approved or have been committed, as follows: Guernsey Meadows, Add. rl 31 units - Has received pre- liminary approval from Plan Commission Wildflower - 126 units Preliminary plat approved by Plar. Commission & Common Council Marlan Meadows - Proposed 69 units Concept approved by Plan Commission Bass Bay . - Proposed 61 lots Freedom Acres rl - 28 units Approved by Plan Commission and Council ( Lake Lore - 29 units (under construction) ( Lake Brittany Estates - 28 units (under construction) (Lake Lore and Lake Brittany have been approved by Plan Commission and Council - they do not flow directly into the northeast treat- ment plant) ek-he committee noted there are approximately 125 building units under construction.and approximately 95 units completed thus far in 1977 which would indicate that a total of 220 housing units should be completed between now and early 1978. Ald. Ford expressed CoNC6i2r-1 that growth of the city should be maintained as it has been for the past three years (average of 200 homes per year) and that the capacity of the treatment facilities must not be overburdened. Mayor Gottfried advised that if the moratorium were lifted and additional units be permitted to connect to the sewer system careful monitoring of the quality of treatment would be essential. Ald. Ford moved to recommend to the Common Council that they grant sewer connections for 31 lots in the Guernsey Meadows Addition #1 Subdivision and 69 units in the Marlan Meadows proposed subdivision. Seconded by Ald Tomczyk, motion carried. It was the consensus of the opinion of the committee that the granting of the above would in affect lift the present moratorium until January 1, 1978 after which the matter would again be reviewed by the committee. It was further agreed by the committee that they would not approve any additional connections to the sewer system for any other developments in 1977. Ald. Ford advised the committee that Mrs. Ann Olewinski, Silver Drive, had on two different occasions had sewage back up in her basement. It was suggested that she be invited to attend the meeting to be held on September 12, 1977, along with sewer treatment plant operator James Kibbe and Police Chief Kraus in an effort to resolve the problem.
