MINUTES OF MEETING HELD FEBRUARY 7, 1977
The meeting was called to order by Chairman Dumke at 7:45 P.M. Also
present were committee members Colburn and Constantineau, Mayor
Gottfried and Ald. Wallner.
Present at the meeting were most property owners in the Lake Denoon
area who have not executed the necessary sewer easement in order that
the project can continue. They were given another opportunity to
review the final plans for the Denoon Sewer Project and ask specific
questions regarding their property.
Mayor Gottfried reviewed the reasons the sewer easements are necessary
explaining that until all easements are executed the project could not
begin. He further explained that the longer it was delayed the greater
the possibility of increased costs and therefore increased assessments.
It was pointed out that the plans being presented are final and that
with the exception of moving manholes and the sewer line when it in-
volves personal hardship the city is committed to the plan being
presented.
Several questions were raised regarding frontfootage charge, lateral
cost and sewer service charges. Those present were advised that the
actual cost could not be determined until the project is closer to
reality. They were further advised that the service charge will
depend upon our negotiations with the Town of Norway relating to the
&osts of operating their sewage treatment plant. Several in the
audience expressed the opinion that their service charge should be
the same as that of others in the utility district. One specific
problem was raised by Mr. and Mrs. Walter Weissgerber and Mr. Kelpin
relating to the location of the easement and its closeness to the lake.
They indicated that it would prevent them from building on the most
desirable portion of their property if and when they chose to do so.
The committee noted that the route of the sewer in that area was
dictated by the presence of two garages. They further agreed that if
Mr. Kelpin agreed to remove one of the garages the easement could be
changed and moved south. Mayor Gottfried will contact Mr. Mielke
regarding this matter and will also contact the people involved.
The following communications were received and placed on file:
From Ruekert & Mielke regarding revised plans based on the reduced
area proposed to contribute to the sewer system within the Town of
Norway.
From Ruekert & Mielke indicating that as a result of the revised plans
an easement from Brice Kaiser is no longer needed.
From the DNR requesting when the phosphate removal system in the
northwest plant will be able to achieve final effluent limits.
From Mayor Gottfried to Mrs. Brunner of North Shore Drive, regarding
a lift station being proposed on property adjacent to hers.
Ald. Dumke moved to adjourn, seconded by Ald. Constantineau. Motion
carried. The meeting adjourned at 9:15 P.M.
