• MINUTES OF MEETING HELD FEBRUARY 25, 1976
The meeting was called to order at 7:30 P.M. by Chairman Dumke. Also
present were Ald. Ford and Mayor Gottfried.
Dr. Gordon Drake, representing American College, appeared to review with
the committee the progress on their plans to build four buildings containing
•32 units for student housing. The committee reviewed with Dr. Drake.theix ,
concerns over the possibility of the housing units being used for other than
student oriented individuals as required in an agreement executed between
the city and American College when sewer connection approval was originally
granted by the Council. Dr. Drake advised the committe that because of the
time that has lapsed from the -time the agreement was executed the committee,
will contact the city attorney to determine the validity of the agreement.
Dr. Drake was also advised that a letter from American College must be sub-
mitted to the committee advising them of when they would anticipate beginn-
ing construction and acknowledging that in the event construction did not
begin their claim to city sewer service would be forfeited.
Mr. John Kelly, owner of approximately 10 acres of land south of Highway 24,
appeared to discuss municipal sewers.for his property. Mr. Kelly was
• advised to have his attorney determine how much of his property could be
served by the Highway 24 sewer and further to contact other property owners
in the area to determine their wishes in the matter.
Mr. William Reeder appeared to discuss with the committee his request for
sewers for Pioneer Center -Phase II. Ald. Ford moved to recommend that
the Common Council approve that sewer service be provided for Pioneer
Center -Phase II for the following reasons:
1. Because single bedroom apartments are needed within a
community.
2. The City of Muskego has received approval of its plans to equipthe
oxidation lagoons in the northwest sewage district with phosphate
removal equipment.
3. The amount of sewage generated would be negligible and have little
affect on the quality of treatment.
4. Because the development is the final phase of a development
previously approved by the Plan Commission and Council.
Motion seconded by Ald. Dumke and carried.
The committee acknowledged receipt of a petition from Mr. Krueck and
•several others for the extension of sewers on Wentland Drive. The committee
reviewed with Mr. Krueck the cost, feasibility, etc. and the committee also
discussed what affect Resolution #235-75 (the declaration of a moratorium)
adopted by the Council, would have on the request extension of the sewers.
Mr. Krueck will determine the feasibility of extending the sewers and
meet with the committee again.
The reports of the sewage treatment plant operator for the month of
January -were received and placed on file. '"

The request of Mr. Watson regarding his connection to the city's sewer
system was reviewed. The Building Inspector, Gerald Lee, and Mr. Watson
will be invited to the next meeting to discuss the matter.
The request of Mr. aDd.Mrs. Lane Altman for a refund of the sewer lateral
charge on Lot 12, BYLt4" Muskego Shores Subdivision, was discussed. It
was noted by the commfttee that their request for legal lot status had
been denied. Aid. Ford moved to recommend to the Common Council that
the request for refund be granted. Seconded by Aid. Dumke, motion carried.
Aid. Ford moved to authorize Ruekert & Mielke to contact the engineers
for the Town of Norway regarding the progress of sewers in the area and
to determine when sewers might be available to residents on Lake Denoon.
Building Inspector Lee explained to the committee the mounding system
which could be considered as an alternative to the conventional leach bed.
Aid. Ford moved to recommend to the Common Council that Ruekert & Mielke
be authorized to advertise for bids for phosphate removal system needed
in the northwest sewer district. Seconded by Aid. Dumke, motion carried.
A communication from the Fountainwood Pool Association was received. Aid.
Dumke moved to make the necessary adjustment, seconded by Aid. Ford, motion
carried.
The problem of sewage backup in the Devlin home in Pioneer Center was
discussed. Aid. Ford moved to authorize Ruekert & Mielke to install a
baffle in the line to help solve the problem. Seconded by Aid. Dumke,
motion carried.
A budget report from the Metropolitan Sewage Commission was received
and placed on file.
Aid. Dumke moved to adjourn, seconded by Aid. Ford, motion carried.
The meeting adjourned.
