PSEM19701104PUBLIC SEWER COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD November 4, 1970 The meeting was called to order at 7:05 P.M. BRBsent were Mayor Gottfried Aldermen Sapp, Wollman, Burgermeister and Bldg. Inspector Lee. The minutes of the meeting held October 19, 1970, were reviewed and placed on file. Mr. Claire Smith appeared regarding Assessment #E-14 along with a letter and sketch, dated November 4, 1970, of the policy used at W195 S7584 Woodland P1. Mrs. Hugo Ripp appeared at the meeting regarding Assessment #F-537 to request installation of a lateral at this property. Mr. and Mrs. Alvin Gibson appeared regarding the installation of two (2) laterals regarding their Assessment Nos. E59 and E60, requesting that the lateral assessment on Lot #19, Oak Grove Subdivision, be removed. Mr. Chester Sochachek appeared regarding Assessment #F535, Lot 3 Blk. 2 Oak Ridge Subdivision. Mr. and Mrs. D. Pickart, W191 S7162 Luehring Dr. appeared regarding •damages to their property by sewer contractors and also an easement on their property. Mr. and Mrs. K. Hulsander, W191 S7148 Hillview Dr. appeared regarding damages to their property by sewer contractors and also an easement on their property, and the installation of a lateral on Hillview Drive. The Committee recessed the meeting at 8:40 P.M. and it reconvened at 9:OOPM. Burgermeister moved that the cul de sac policy be applied to the Keith Filter assessment No. E-174. Seconded by Wollman. Motion carried. Ald. Sapp moved that the cul de sac policy be used on dead end streets and on odd and pie shaped lots where the difference of the frontage lot line and the rear lot line exceeds 51%. Seconded by Wollman. Motion carried. The assessment of the Bay Lane School policy was deferred until the next meeting. Burgermeister moved that the corner lot policy be used on the Marcella Hansen Assessment #F260. Seconded by Wollman. Motion carried. (Ald. Sapp voted "no".) .Wollman moved to approve the hiring and training of five (5) additional sewer inspectors. Seconded by Sapp. Motion carried. Ald. Sapp moved to remove one (1) lateral assessment on the Alvin Gibson assessment #E-60, Lot 19, Oak Grove Subdivision. Seconded by Wollman, motion carried. Chester Sochachek Assessment #F-535 was referred to Ruekert & Mielke. 04 It was the decision of the Sewer Committee to view the site of the Hugo Ripp property regarding Assessment #F-537 before any determination.is made. Burgermeister moved that the corner lot policy be used regarding the Claire Smith Assessment #E-14 at W195 S7584 Woodland P1. such as was used in Assessment #F-658. Seconded by Sapp. Motion carried. F. L _ Aid. Burgermeister moved to deny request of James Laskey, S75 W18668 Kingston Drive,(Assessment #C56) regarding his sewer service charge. Seconded by Aid. Wollman, motion carried. • Aid. Wollman moved to install 20 foot laterals on all of the lake front properties on the easement between Lochcrest Blvd. and Hillview Dr. Seconded by Burgermeister. Motion carried. Letter dated October 23, 1970, from Mr. George Bauman regarding sewer usage objection was discussed. Request was denied. Wollman moved to waive sewer laterals on the following properties: Tax Key # 2174.177, Lot 5, Blk #1 , Jewel Crest Sub. Phyllis Lyons, Lot 1, Blk 4, Jewel Crest Su''. (Assessment # F129). Letter from SEWRPC, dated October 15, 1970, regarding the application for stabilization ponds was read and placed on file. Aid. Wollman moved to defer the assessment of 122.62 feet for Fred Farnsworth, Assessment #F-588, due to his giving an easement to service the A. Rosecky property. Seconded by Aid. Burgermeister. Motion carried. Request for reconsideration of Assessment #F34 of Pat Birkey', W191 57156 Luehring Drive, was referred to Ruekert & Mielke. Aid. Sapp presented request of Mrs. M. Foth which referred to method used by the city advising property owners of sewer assessments. Burgermeister moved to deny the request of Eugene Moritz of the waiver of two (2) laterals due to non -conforming lots on Hillview Dr. Seconded by Wollman. Motion carried. Mr. Moritz to be advised that he can petition the Council for legal lot status. Mr. and Mrs. D. Pickart were advised that all damages, if any, to their property would be accomplished upon completion of sewer installation, weather permitting. Mr. and Mrs. K. Hulsander were advised that all damages,if any, to their property, would be accomplished upon completion of sewer installation, weather permitting. Committee agreed that this property could be served from Hillview Dr. and a lateral would be installed. Burgermeister moved to adjourn the meeting. Seconded by Sapp. Motion carried.
