PSEM19680801MINUTES OF MUNICIPAL SEWER COMITTEE MEETING OF AUG. 1, 1968
. Meeting called to order by Mayor Donald Wieselmann at 7:25 P. M.
Present were: Roland Linck, Ed Budish, A. Bostater, F. Narlock,
Attorney John Buckley, R. Burgermeister, Mayor Donald Wieselmann,
W. Wollman, H. DeBack, A. Czarnecki, and K. Cooley.
• Mayor D. Wieselmann explained that matters to be discussed are;
Charges for hook up, service charges, stand-by charges, charges
for schools, and etc.
It was extimated that there are approximately 466 homes, about
51 laterals on Racine Avenue, and that there were approximately
2500 students in the schools in this area.
Mayor Wieselmann said it would not be out of line to charge $3.00
per pupil a year for service charges and that the City would
assume one-fourth of the charge per person in a school in rela-
tionship to persons in a home. Same charge for Parochial and
private schools as for public schools.
The Public Schools want service charges and assessment together
because of the forced main installation and also they would then
be entitled to State aid.
Mayor passed arounda sample ordinance for the members to get ideas
of what was needed.
Mr. Linck presented two citizens at this
time who have a
problem.
They live on Valley Drive,
Mr. Squires
in the front home
and Mr.
Behrs in the back lot. Mr.
Behrs does
not have frontage
but has
an easement to use Squires
driveway.
He was informed by
the
City Engineer that he would
be charged
for frontage, and
thought
this charge or assessment was unfair.
Mayor Wieselmann said they
were charged
twice for frontage
because
of the benefits derived to
both homes.
Mr. Burgermeister asked Mr. Behrs if he wanted sewer service and
asked Mr. Squires if he would sign easement papers.
Mr. Budish felt the assessment of the frontage should be devided
between the two owners and each pay for his own lateral. He
cited the Lemke property sewer problem as a comparison, pointing
out that there was a private road in that case.
Mr. DeBack questioned whether it was legal to assess twice for the
same frontage.
• Mayor Wieselmann will turn problem over to Mr. Muelke for a
solution or explanation and ask for a decision on the matter as
soon as possible. Property owners involved would be notified
when they would have next meeting.
Mayor Wieselmann brought meeting back to the discussion of the
charges again.
Mr. Bostater said the lagoons might be over -taxed so that the
people who do not want sewage should not have to have it.
Mr. Burgermeister said it should be mandatory because of the great
cost there would be to the City to inspect all homes to see who
had a septic problem therefore needing sewers.
Mr. Buckley said if sewer line goes by the front of your property
you must hook up to it. Stand-by charge is optional but it would
Abe used to re -coop some of the financing and also to protect your
Capitol investment. Service charge is to cover maintenance costs
of the system.

Mayor Wieselmann said Muskego Beach would be classified the same
• as an industry and charges levied accordingly but would ask Mr.
Muelke for an opinion on this matter also.
Mr. Budish moved to recommend to the Council that $72.00 per year
be charged to each property owner for a single family unit. He
explained that it might be easier to set price high now and then
after operating awhile they can lower it if necessary.
Mr. Bostater said as interest goes down we might find maintenance
costs will go up so it was not likely charges would be lowered.
Mr. Cooley said $72.00 is much too high, it will scare people and
many will not want to hook up. He added that the pond should
service 800 people and we only have about 400 on now.
Mr. Burgermeister said stand-by charge should be 25% of the usage
charge and hook up charge should be 50% of the usage charge as it
is in many other localities.
Mr. Czarnecki suggested that sewer charge should be $60.00 and the
stand by charge ehould be $25.00.
Mr. DeBack said he would like to keep usage charge high and lower
the stand by charge because the people using sewers are getting the
benefit, not the vacant lots.
Mr. Burgermeister said the City derives a benefit from all such
things such as Jensen Park, Horn Field, and Kurtze Park and sewers
will benefit all of the City and owners should not pay 100% of the
costs.
Mr. Bostater said you can not use parks as a comparison.
No action taken on motion for the lack of a second.
Mayor Wieselmann suggested they move on to the schools and try and
set a charge for them.
Mr. Narlock suggested that 1/10th of assessment plus 6% interest on
unpaid balance and set it up as a usage charge and charge per pupil.
Mr. Budish moved that a charge of $1.12 per pupil for each quarter.
• Linck seconded, motion carried.
Mr. Budish moved that a charge be placed of $1.00 per pupil to cover
the$11,000.00. Mr. Wollman said the words, "plus interest" should be
added and should be levied against the schools. Seconded by Linck,
motion carried.
Mr. DeBack added that they should be billed separately, that is, the
High School and the Intermediate School and of course at 6% interest.
Mayor then asked if the laterals should be paid right away instead
of over a period of 10 years and if they wanted a penalty on unpaid
usage charges.
\ Mr. Wollman made a motion to include a penalty of 10% and have
bills sent out quarterly. Seconded by Budish, motion carried.

• Mayor Wieselmann asked if they might want a letter sent out to
encourage people to pay up the full assessment amount right away
instead of over a period of 10 years.
Mr. Budish said, "I so move that a letter be sent out. Wollman
seconded, motion carried.
Discussion followed then on property owner charged with two
laterals on property with 2 lots who do not wish to subdivide and
would only use onel The Committee should direct that an affadavit
be formed to protect the City; the installation of the lateral
would be waived.
Mr. Budish moved that any one wishing to eliminate one lateral
must put property under one description. Wollman seconded, Motion
carried. It was added that a waiver must be signed.
Mr. Linck moved that a $66.00 service charge be levied per year.
Wollman seconded, motion carried.
Mr. Budish made a recommendation to the Council in a motion that
a stand by charge of $18.00 be levied. Linck seconded, motion
carried.
Mayor said ordinance will be formed and get 2 readings or publi-
cations. All charges could be raised percentage -wise.
Mr. Burgermeister asked Mr. Buckley if they could rephrase the
ordinance to cover Dandelion Park and thus set a policy.
Mr. Buckley classified it as commercial.
Mr. Wollman moved to adjourn, Linck seconded, motion carried.
Meeting was adjourned at 10:45 P.M.
