PWAM19870611CORRECTED PUBLIC WATER COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JUNE 11, 1987 • The meeting was called to order at 8:08 P.M. by Chairman Hilt. Also present were Committee Members Sanders and Patterson, Mayor Salentine, Mr. Fred Ash and Mr. Wm. Poentisch, Jr. Mr. Wm. Poentisch, Jr., Janesville Road, appeared before the Committee stating that he felt his front foot assessment for the MW- 3-87 Water Project was unfair because his assessable frontage is wider than most and his lot average width is narrower. Ald. Patterson moved to deny request as the Water Assessment Policy states that front foot figures are used for assessment purposes. Seconded by Ald. Sanders, motion carried. Mr. Fred Ash, Water Technician for the City of Brookfield, appeared before the Committee to explain that he has started a business of his own testing water for communities and individuals. The Cullen - Ash Lab offers its certified Lab and staff to the City. The Lab will collect water samples from a list provided by the City. Total coliform tests will be performed on each private well and the proper documents will be sent to the Wisconsin DNR as well as the City. The City will be billed $29.00 for each sample collected and tested. A computerized list of all safe wells will be provided with the billing statement along with a copy of the State report of any unsafe wells. This will be done on an annual basis. The Committee requests the City Clerk to see if a water testing service is • available to provide a comparable cost. The Committee deferred action on the Guernsey Meadow Subdivision request to be connected to the water system until receipt of engineer's report on valuation of their system. The Committee reviewed the water projects and noted that the Contractors on Lannon Drive did not post "Detour" signs when blocking off the road. The Committee feels that the City Engineers should contact the Contractor for tighter control. Construction progress is on schedule and restoration is going to comply with the following timetable: MW-1-87 & MW-2-87 Michels Pipeline began restoration the week of June 2, 1987, and will continue until completion. Asphalt paving will follow the restoration of grass areas. The Contractor will not duplicate restoration in areas that are going to be rebuilt by the DOT (Crowbar Road area). The Engineer has met with the Contractor and they will be doing full restoration of properties included in the Waste Management contract agreement for extended laterals. C� Public Water Committee - Page 2 June 11, 1987 • MW-3-87 - MW-4-87 & MW-5-87 Restoration by United Sewer & Water (MW-3-87) will begin on approximately June 25, 1987. Restoration for Madison Underground (MW-4-87 & MW-5-87) will begin on June 1, 1987 and will continue through July 15, 1987. All landscaping that currently exists within the State right-of-way may not be restored to original condition and may be removed by the contractor. Mayor Salentine will meet with a representative from Sentry and Parkland Mall to explain the situation of the State right-of-way in front of their properties and the close proximity of the water lines and the danger involved. All drainage ditches on Lannon Drive will be repaired by the Contractor as part of the restoration phase of the project. Janesville Court The hydrant that was installed in the center of the cul-de-sac will be moved to the east of the driveway (northeast corner of Janesville Court). The Committee reviewed correspondence from the Building Inspector stating that the Waukesha County Health Board has not approved the Waukesha Health Department to issue permits for wells or the abandonment of same. Therefore, the Building Inspection Department will continue to monitor the abandonment and issue permits for new • wells under Chapter 28 of the Municipal Code. The Committee reviewed correspondence from Mr. Darryl M. Rowinski, President of the Kristin Down Homes Assn., Inc., which proposed a counter offer to the City which adds the following conditions: 1. A 20 year lease agreement whereby the Association would rent their land, upon which the wells and pumphouses reside, to the Public Water utility for the amount of $1.00 per well, per homeowner, per month. 2. Permanent exemption of current and all future assessments, as well as unlimited water usage at no charge, for the Kristin Down Homes Association community swimming pool. Ald. Patterson moved to deny the first condition and to agree to the second condition subject to all necessary approvals. Seconded by Ald. Sanders, motion carried. The Committee discussed status of water meters and reviewed a memorandum from Gerald P. Lee dated June 10, 1987. His memorandum indicated that on March 26, 1987, the Public Water Committee determined that all future developers be required to install Neptune meters. After further discussion with City Engineer Dan Butler, it was determined that the cost of a Neptune water meter purchased • directly from the manufacturer would be approximately $75.00 and suggested that the City charge these individuals $70.00; thus making $12.00 for handling, storage, etc. Ald. Hilt moved to approve Public Water Committee - Page 3 June 11, 1987 $70.00 purchase price for meters. Seconded by Ald. Patterson, motion carried.
