MINUTES OF MEETING HELD SEPTEMBER 4, 1986

The Committee reviewed the status of the water projects.
MW-1-86 & MW-2-86 - Construction is scheduled to start
in the middle of September with a completion date of
11/25/86
MW-3-86 - Plans are being finalized and an anticipated
completion date is March 1987.
The Committee discussed proposed water extension on Lannon Drive from
Janesville Road to Woods Road. Residents of Lannon Drive raised
concerns about cost and and were not receptive to the water main
extension.
Financial Consultant Seegar Swanson explained to the Committee the
Water Capacity Assessment charges and deferred billing. He proposed a
two tier rate structure for Water Capacity Assessment which would
assess $450 for existing water users on a private system and $750 for
new development. Ald. Hilt moved to recommended approval of the
proposed rates. Seconded by Ald. Patterson, motion carried.
A draft of the informational letter to be provided to those properties
being notified of the Water Capacity Assessment hearing was discussed
and a final form will be forthcoming.
A proposed Water Capacity Assessment roll, as prepared by the City was /
reviewed with the Committee along with a map and legal description of
the assessment district. Ald. Hilt moved to recommend approval.
Seconded by Ald. Patterson, motion carried.
City Engineer Ken Ward gave an explanation of the well and pump
systems.
The Committe reviewed proposed changes to the Assessment Policy as
outlined in the August 29, 1986 memorandum. Ald. Hilt moved to
recommend approval of the proposed changes. Seconded by Ald.
Patterson, motion carried.
The Committee directed the City Engineers to supply the most recent
test results for the City's municipal well.
