MINUTES OF MEETING HELD AUGUST 21, 1986
The meeting was called to order at 8:45 P.M. by Chairman Hilt.
Also present were Committee Member Dumke, Mayor Salentine, Ald.
Taube and those per the attached list. Ald. Patterson was
absent.
The Water Capacity Assessment District was amended to follow the
shores of Little Muskego Lake easterly to a point of intersection
on Lannon & Lake Drive including properties on both sides of
Lannon & Lake Drive. A determination was made that the Nieman
property (Tax Key 2227.999) and the DeBack property (Tax Key
2227.999.001) will be included in the assessment district.
The Committee reviewed the Assessment Policy and requested a
legal opinion on the liability placed on the Water Utility for
providing water service if prepaid assessment is allowed.
The date of the Public Hearing on the Water Capacity Assessment
is September 30, 1986, at the City Hall.
The Financial Advisor will provide a variable assessment rate
• based on a two tier system of having a higher cost for new
construction versus existing. This request is based upon the
escalated WCA payment which requires a $650 per residential
equivalency average to generate the revenues required for the
non -assessable costs.
The Committee is placing the proposed Assessment Policy for
reconsideration on the Common Council agenda for Tuesday, August
26, 1986. The Committee is also requesting the City Attorney to
clarify the established front foot assessment rate in the event a
contract is let which has a lesser charge and to clarify pump
stations listed under non -assessable cost.
The research required to make a decision on the purchase of
meters is requested to be available for the September meeting.
The well results are being provided by the City Engineers, along
with the test results of the municipal well.
The Clerk is requested to notify the property owners abutting
Lannon Drive from Highway 24 to Woods Road of an informational
hearing for extending service to that area.
