The meeting was called to order at 8:30 P.M. by Chairman Hilt.
Also present were Committee Members Dumke and Patterson, Mayor
Salentine, Ald. DeAngelis and those per the attached list.
The Committee discussed the various resolutions presented by
Attorney Molter and requested that one policy be written
incorporating all sewer assessment policies.
The Preliminary resolution for WCA (Water Capacity Assessment)
charges was discussed and the Committee recommended that, based
upon the Financial Consultant's advice, a $475 charge was
sufficient. It was noted that the resolution must be written to
reflect the decision to assess all present and future Industrial
users, exempt the Waste Management contract service area, and
only charge a subdivision which is hooked to community water if
the assets of the trust, not counting the mains that serve the
house, exceed the WCA charge or receive a prorated assessment in
the event the assets do not equal the charge.
The Committee determined that the term for installment plan will
be ten (10) years on the front foot assessment and five (5) years
• on the WCA (Water Capacity Assessment) at an 8% interest rate, as
established by the Finance Committee on the present borrowing.
The plans and bid results on MW-1-86 and MW-2-86 water project
were discussed and the Committee recommended the low bid for MW-
1-86 of Michels Pipeline Construction (Milwaukee) of $204,229.00
and the low bid for MW-2-86 of Michels Pipeline of $219,740.70,
subject to approval by the City Engineers.
The Committee clarified the minutes of July 8, 1986, to reflect
that the Lowe property (W208 58151 Hillendale) be included in the
four properties being offered water by agreeing to provide their
own booster pumps. The City Attorney will be requested to draw
up an agreement to be signed by the property owners.
The map showing the three year forecast to be submitted to the
Public Service Commission was amended to eliminate the Bay
Lane/Woods Road extension and that future main extensions will be
contemplated in the area north of Highway 24.
Ald. Patterson moved to amend the proposed MW-1-86 and MW-2-86
Water Assessment roll as follows:
Assessment for Tax Key #2225.999.012 - Higgins - It was
determined that since that property is a triangular piece, the
• footage would be assessed at 1/2 of what the present assessment
roll shows.

Assessment for Tax Key #2227.991.000 - Thiele - a lateral
assessment is required.
Assessment for Tax Key #2227.998.000 - Goeldner - This
property would be treated as a corner lot unless the City
Engineers determine that it should not be assessed because it
does not abut STH 24.
Assessment for Tax Key #2227.999.000 - Nieman - Should not
receive an assessment because of abutting WEPCO right-of-way,
separating the property from STH 24.
Assessment for Tax Key #2229.992 - Lowe- Should be assessed
for 200 ft per zoning requirements and 25.71 will be deferred
assessment.
Assessment for Tax Key #2229.992.001 - Lowe - The total
225.71 ft. should be a deferred assessment.
Assessment for Tax Key #2229.990.000 - Schmidt - Should be
assessed for 200 ft. per zoning requirements and 176.51 as
deferred assessment.
Assessment for Tax Key #2232.979 - Zangerle - This property
requires a lateral to the property line which is part of the
contract with Waste Management.
Assessment for Tax Key #2232.988 - Mrs. Zangerle is
requesting a second lateral to be installed to connect the
industrial building; the cost assessed against the property.
Seconded by Ald. Dumke, motion carried.
