PWM19960404• PUBLIC WELFARE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, APRIL 4, 1996 The meeting was called to order at 7:00 P.M. by Chairman Patterson. Also present were Committee Members Suhr and Salentine and those per the attached list. The committee noted that the meeting was posted on March 29, 1996, in accordance with the Open Meeting Law. The committee discussed status of recycling. Chairman Patterson presented a February 19, 1996 letter from BFI to Mayor De Angelis as an example of BFI's educational efforts. A postcard from BFI featuring answers to frequently asked questions was also reviewed. Ald. Suhr questioned whether extended hours at the drop-off site were still being considered, noting the interest in extended hours expressed in the survey results forwarded from Waukesha County. The Committee expressed support for the informational postcard but did not support its use as a substitute for the quarterly newsletter. The possibility of including a segment in the newsletter for customer questions and feedback to be returned to the Public Works Department for inclusion into the subsequent BFI newsletter was also suggested. The committee discussed status of Cable TV. Ald. Patterson • reported that Bev Greenberg of Warner Cable was unable to attend this evening's meeting. The committee reviewed the Report of Independent Auditors, dated March 25, 1996, from Ernst & Young for Warner Cable Communications which showed 1995 gross revenues to be $1,550,573. and placed on file. The April 3, 1996, correspondence from Ms. Greenberg to Ald. D'Acquisto and Ald. Patterson was presented to the committee which stated that in accordance with the franchise agreement, "At the written request of the Common Council and the School Board, one (1) additional local origination channel shall be made available for both governmental and educational purposes. This channel shall be available within six (6) months of this written request at no charge to the City." The necessity of adding an educational access channel was noted by Charles Boerner on behalf of the School District. Discussion ensued regarding whether it was feasible to substitute an access channel for a currently available channel. Bev Greenberg's letter also indicated that until the upgrade is completed, City of Muskego residents may use Warner Cable's Greenfield Community Television studio which is located at 5475 West Abbott Avenue, Greenfield. The contact person is Frank Beamon, Studio Manager, and his number is 421-4602. Charles Boerner noted the importance of having a live hookup at the Muskego/Norway Educational Service Center so that School Board meetings and Task Force meetings could be televised. • Mr. Boerner expressed difficulties in presenting workshops without having to use the WCTC facilities. The Committee questioned why Channel 15 would not be available as a public access channel. Mr. PUBLIC WELFARE COMMITTEE - PAGE 2 April 4, 1996 • Boerner commented that Warner Cable had promised to install a cable drop at the Educational Services Center but had yet to do so. Ald. Suhr moved to request Bev Greenberg's attendance at the May Public Services Committee meeting. Seconded by Ald. Salentine, motion carried 3-0. Ald. Salentine moved to request the availability of other channels as a shared channel for both public access and educational programming. Seconded by Ald. Suhr, motion carried 3-0. There was nothing new to report on the status of Landfill Agreements or PRP-East Troy Landfill. Under Communications and Any Other Business as authorized by Law, Ald. Suhr noted that the Public Welfare Committee will become the Public Services Committee commencing with the May meeting. Ald. Salentine moved to adjourn at 8:25 P.M. Seconded by Ald.
