MINUTES OF MEETING HELD THURSDAY, SEPTEMBER 14, 1995
The meeting was called to order at 8:20 P.M. by Chairman
Patterson. Also present were Committee Members Suhr and
Salentine, Mayor De Angelis, Public Works Superintendent John
Loughney and those per the attached sheet.
It was noted that this meeting was posted on September 8, 1995, in
accordance with the Open Meeting Law.
The Committee discussed Status of Recycling. Supt. Loughney
addressed the Committee regarding concerns with BFI's handling of
complaints. Committee discussed lack of detail provided by BFI as
to the manner in which they handle complaints, including delays in
forwarding complaint logs. Ald. Patterson moved to have a letter
sent to BFI requesting that future complaint logs are to be
forwarded to the Public Welfare Committee and should include the
date complaint was received, the date action was taken, and the
specific action taken, as well as a reminder to BFI to forward
complaints promptly. BFI is also to be asked to leave a tag with
any residents whose garbage wasn't picked up due to residential
error.
• Supt. Loughney reviewed with the Committee the Recycling Grant
application. Ald. Suhr moved to recommend approval of Recycling
Grant application. Seconded by Ald. Salentine, motion carried.
Mrs. Bev Greenberg, Gary Owens and Leslie -Grayson, representatives
from Warner Cable Communications, appeared before the Committee to
discuss Status of Cable TV. Ms. Greenberg announced contributions
by Warren Cable to community activities which included a $1,000
donation to Muskego High School for weight room expansion and the
establishment of youth oriented educational programs. Cable in
the classroom provides 525 hours of free programming to local
schools. Ms. Greenberg also announced that 5,066 residents of the
City of Muskego (72%) are cable subscribers. The Committee
thanked Warner Cable for their assistance in providing cable
service to the Aldermen's Room in City Hall. Mayor De Angelis
raised issue of citizen inquiries as to why converter box was
required to obtain additional channels in the Preferred Package.
The Committee was informed that technology was not currently
available for individual channel selection. Ms. Greenberg also
announced that within the next 12 to 36 months, Warner Cable will
invest $400,000,000. in 105 communities in Southeast Wisconsin to
upgrade their system, with work to be constructed at time of
franchise agreement renewal.
There was nothing new to report on PRP Status of East Troy
• Landfill.
The Committee discussed establishing a date for 1995 for Trick or
Treat. Ald. Salentine moved to establish date of Sunday, October

• 29, 1995, from 1:00 P.M. to 4:00 P.M. Seconded by Ald. Suhr,
motion carried. Mayor De Angelis addressed concerns on length of
Trick or Treat hours. Ald. Salentine moved to reconsider.
Seconded by Ald. Suhr, motion carried. Ald. Suhr moved to set
Trick or Treat hours on Sunday, October 29, 1995, from 2:00 P.M.
to 4:00 P.M. Seconded by Ald. Salentine, motion carried.
Mr. Jim Uhlein, Dave Boyd, Randy Tobianski and Ted Uscheck,
representatives from Future Parkland, appeared before the
Committee to discuss future plans for Future Parkland. Mr.
Uscheck presented the history and background of Future Parkland
landfill including status of the three phases of development.
Phase I has been filled, Phase II is anticipated to be filled by
late 1996, and Phase III will follow. They stated that there is a
possibility of Phase III being eliminated and adding to Phase II
elevation by 20 feet or less. Ald. Salentine moved to recommend
approve of modification of the site plan. Seconded by Ald. Suhr,
motion carried.
Recreation Director Gordon Jacobson and Jeff Jones of Muskego
Cable Club appeared before the Committee to present the 1996 Cable
Club budget items totaling $11,600.00. Ald. Salentine moved to
approve the following Capital Budget items totaling $6,400.00:
1 Air Character Generator $ 300.00
• 1 SVHS Airing Deck, like JVC
or similar, including control
cables 1,200.00
1 Editing Suite Improvements 4,900.00
Seconded by Ald. Suhr, motion carried 2-1 with Ald. Patterson
voting "no".
The Committee reviewed the Cable Club Operating Budget for 1996.
Ald. Patterson moved to hold Cable Club Operating Budget to $1,500
which was the approved budget for 1995. Seconded by Ald. Suhr,
motion carried 2-1, with Ald. Salentine voting "no".
The meeting adjourned at 11:30 P.M.
