PWM19950614PUBLIC WELFARE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD WEDNESDAY, JUNE 14, 1995 The meeting was called to order at 7:05 P.M. by Chairman Patterson. Also present were Committee Members Suhr and Salentine, Mr. Jeff Jones (Cable Club) and Public Works Superintendent John Loughney. The Committee noted that the meeting was posted on June 12, 1995, in accordance with the Open Meeting Law. The Committee discussed status of Recycling. Ald. Salentine moved to have a letter sent to Mr. Chuck Ott, BFI, requesting a better layout for the Saturday drop-off having cars with trailers back up on College Avenue, and to put an informational notice in the Muskego Sun to advise citizens that the Saturday drop off area at BFI's Tess Corners location is free of charge for yard waste and oil only; all other material is charged at $9.00 per cubic yard. Seconded by Ald. Suhr, motion carried. The Committee discussed status of Cable TV. Recent communication from Warner Cable advised that they will be adding the following five (5) new channels: �. The Sci-Fi Channel ESPN2 The History Channel Commedy Central The Cartoon Network Also, effective July 8, 1995, Warner will be adjusting cable rates, per new FCC regulatory guidelines, which will result in a rate increase. Warner Cable also advised that they are required under Section 76.67 of the rules of the FCC to black out the Major League Baseball Game between Milwaukee vs. Chicago on Channel WGN scheduled for 7:05 P.M. on June 29, 1995. A message will be run on the channel during the blackout informing the subscribers of this change in programming. There was nothing new to discuss on the PRP Status of the East Troy Landfill. The Committee discussed establishing a policy for Cable viewing of private tapes. The Committee determined that any person submitting a private tape to the Recreation Office for airing must sign a slip of responsibility giving permission to air the tape. The Committee reviewed 1995-96 Agreement with Humane Animal Welfare Society (HAWS) for the July 1, 1995 to June 30, 1996 year • noting the following: An increase in pickup and transport charges from $13.50 per trip to $14.00 per trip, with mileage remaining at 304V/mile. PUBLIC WELFARE COMMITTEE - PAGE 2 JUNE 14, 1995 • • L� Daily charge has increased from $7.50 to $8.00 City liability for seven-day period if animal is not redeemed increased from $52.50 to $56.00 Owner Handling charge increased from $14.50 to $15.00 Ald. Suhr moved to approve the 1995-1996 HAWS Agreement. Seconded by Ald. Salentine, motion carried. The Committee discussed possible claim against Stoneridge Landfill. Ald. Suhr moved to recommend the City pursuing legal action in order to make further demand upon them for payment pursuant to the terms of the contract. The Committee reviewed Inspection report from Plan Director Matt Sadowski, dated June 14, 1995, advising that an inspection was conducted at the Glockner property, S71 W13219 Tess Corners Road, on June 14, 1995. Progress was observed but there is still clean up work to be done. The Committee deferred until July meeting and request that the Plan Director continue to monitor and provide another report for the July 12, 1995 meeting. Ald. Suhr moved to adjourn at 8:20 P.M.
