PWM19950202• PUBLIC WELFARE COMMITTEE - CITY OF MUSREGO MINUTES OF MEETING HELD THURSDAY, FEBRUARY 2, 1995 The meeting was called to order at 7:05 P.M. by Chairman Patterson. Also present were Committee Members Dumke, D'Acquisto, Mayor De Angelis and those per the attached list. The Committee noted that the meeting was posted on January 31, 1995, in accordance with the Open Meeting Law. The Committee discussed status of Recycling and Mayor advised that Waukesha County is discussing possible enforcement and education program for commercial properties. He will keep the Committee advised of the status of this proposal. The Committee acknowledged receipt of the $114,185 recycling grant monies from the State. The Committee discussed status of Cable TV and noted that the 4th quarter franchise fee payment from Warner Cable Communications has been received in the amount of $10,584.83. The Committee discussed status of Landfill Agreements: Stoneridge Landfill • Ald. D'Acquisto moved to recommend that the Council ratify prior action of the Public Welfare Committee and the Common Council and notify appropriate representatives of Waste Management of Wisconsin, Inc., of the City's further demand for payment pursuant to the terms of the contract. Seconded by Ald. Patterson, motion carried. Emerald Park Landfill Mayor updated Committee on Emerald Park Landfill Standing Committee meeting held Monday, January 30, 1995, wherein the drainage ditch, sewer connection and permanent building was discussed. EPI is also proposing to use building as a truck terminal; this issue will be reviewed by the Plan Commission. Metro -East Landfill Negotiations are proceeding. There was nothing new to discuss on PRP status of East Troy Landfill. Mr. Jeff Jones, Muskego Cable Club representative, appeared before the Committee to discuss status of meeting room wiring and scroll system. Jeff presented a copy of a plan for wiring and an equipment list (attached). Discussion was held on several points of the plan. Ald. D'Acquisto moved to approve the funds subject to exploration of issues of mounting cameras, PUBLIC WELFARE COMMITTEE - PAGE 2 FEBRUARY 2, 1995 • monitors, etc. Seconded by Ald. Patterson, motion carried. It was agreed that notice is to be given to the Chairman of each Committee of the intent to broadcast "live" in advance of meeting, as well as notifying City Hall. Concerns regarding the scroll system were discussed and Jeff Jones noted the concerns regarding typefaces, speed, etc., and will make appropriate changes. Ald. D'Acquisto moved to request a copy of the tape for this meeting, to be preserved as a record of this meeting, and to send the request for $10.00 for tape to the Finance Committee for approval. Seconded by Ald. Patterson, motion carried. Mr. Chuck Ott, District Divisional Manager of BFI, appeared before the Committee to discuss recycling concerns. The Committee reviewed report from Supt. Loughney, dated February 2, 1995, regarding complaints received from residents as well as committee concerns. The Committee discussed status of newsletter and Mr. Ott proposed an April 1st, August lst, and mid -November timeframe for distribution of educational newsletter to residents. Mr. Ott also discussed the problems with people bringing refuse to the BFI station, on a daily basis, which are for items that are not included in the contract with the City. Mr. Ott requested that the City modify the contract as to picking up • tires to require tires to be taken to the dump. Ald. D'Acquisto requested that Mr. Ott provide Committee with numbers and report back to the Committee. The meeting adjourned at 8:55 P.M. ca 0 Respectfully submitted, Ald. Domonic R. We have existing video cables. Distances are all 'eyeball' estimates, not measured. MPAG does have some video cable, which we could donate for this project. -pis cable was donated to MPAG by Jeff ,Tones. Miscellaneous costs: Wiring boxes: 3 are needed, one each in Alderman's, Wisconsin Room, & Studio. The Muskego Room needs a 'front panel piece with custom wiring behind it. Cost of each might be around $10, depends on what type of materials and construction are used. • Original 'top of head' $200 estimate was for Alderman's Room installation andalldownstairs cables, etc. The Alderman's room would be wired direct to its modulator, and the Wisconsin & Muskego Room's Direct to the Mini-T switcher & Toaster connections. No switching between sources would be needed, but only one camera would normally be used. Running through the studio allows tapes to be played in advance of a program, or as part of the program. The sound can also he controlled through the studio, with music, etc. Such things may not be needed for most programs, but do make a nice added touch, especially if done at a low cost. The Video Toaster can also be used to display such things as 'agenda', meeting identification, etc. This system (direct wiring) has a disadvantage in that the modulator must be switched. A 'remote power switch' could be installed, cost $50 - 100 , to allow a switch in the alderman's room to deactivate the downstairs modulator at the same time that the upstairs one is activated. • Also, needod : XLR to RCA adapter (S10) for sound to Mini—T switcher, total wiI.h this $128 • • C�
