MINUTES OF MEETING HELD MONDAY, DECEMBER 12, 1994
The meeting was called to order at 7:10 P.M. by Chairman
Patterson. Also present were Committee Members D'Acquisto and
Dumke, Public Works Superintendent John Loughney and Mayor De
Angelis (arrived at 8:10 P.M.).
The Committee noted that the meeting was posted on December 8,
1994, in accordance with the Open Meeting Law.
The Committee discussed the status of Recycling and reviewed the
City's Utility Staff Meeting minutes of December 12, 1994, in
regard to educational materials to be sent out, in accordance with
the contract, advising of new recycling items for 1995. Media
coverage is also needed on this issue.
Supt. Loughney advised that he had a telephone conversation with
Jeff Kay, BFI Residential Operations Manager, who advised of the
following:
1. Delivery time on bins for new residences is
approximately two (2) weeks.
2. BFI has agreed to pick up City of Muskego bins
that were being used by an apartment building
on Emerson Drive, City of New Berlin, and replace
with different bins. The apartment building has
been charged separately by BFI.
• 3. BFI will be supplying the City with copies of
delivery schedules for A & B weeks.
4. There will be no change in pickup days for the
Lake Meadows area as previously proposed.
The Committee discussed status of Cable TV. Warner Cable has
acknowledged that they are having difficulty handling customer
complaints and are addressing the problem. Quality of signal
issues are also being addressed. Cartoon Channel is to be added
sometime next year as well as other channels to be added, as
available.
The Committee discussed status of Landfill Agreements. Emerald
Park Landfill is open; all fees paid, bonds posted and insurance
in place.
The Committee reviewed with Jeff Jones of the Cable Club issues
with the Public Access Channel. A new camera is to be purchased
by January 1, 1995, to replace damaged one. A new audio mixer to
be coming in January or February (needed for School Board
meetings). The Cable Club will be notifying Muskego-Norway School
District of the proposed extended coverage starting in February.
A discussion was held on the scrolling system and suggestions made
in regard to type faces and speed. The Club is attempting to
• complete wiring and hookups to meeting rooms by February, 1995.
Ald. D'Acquisto moved to appropriate $225.00 from Contingency for
wiring and related accessories to allow cable hookup to Aldermen's
Room. Seconded by Ald. Dumke, motion carried. The targeted date
for implementation will be for February 1995 meetings.

The Committee discussed composting and reviewed ordinances
provided from other communities. The Committee referred this item
to the Rules, Laws & Ordinance Committee to see if problems caused
by composting could be addressed through our present Nuisance
Ordinance and is done by other communities.
The Committee discussed materials received from the Milwaukee
Regional Cable Commission. Mayor De Angelis will be going to the
next Cable Commission meeting and will report back to the
Committee.
Mayor De Angelis reported to the Committee a discussion held
regarding establishing a policy for approval of Holding Tanks.
Mayor's Office will be checking with Waukesha County and will
report back to the January meeting.
