PWM19940321PUBLIC WELFARE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MONDAY, MARCH 21, 1994 • The meeting was called to order at 9:45 P.M. by Chairman Patterson. Also present were Committee Members Schneider and Dumke, Mayor David L. De Angelis, Ald. Woodard, Ald. Sanders, and Ald. Misko. The Committee reviewed the proposed Recycling Ordinance along with correspondence from Atty. Schleiter dated March 21, 1994, explaining the latest changes. Ald. Schneider moved to amend subsection XII (a) to indicate that the responsibilities for non-residential facilities are effective January 1, 1995, or such other date as directed by the Public Works Director pursuant to state law; and to add subsection XIV to indicate that the containers are the property of the City and that the cost of replacing any lost, stolen or damaged containers will be charged to the property owner. Seconded by Ald. Dumke, motion carried. The Committee reviewed memorandum from City Clerk dated March 4, 1994, regarding penalty for overdue Recycling/Refuse bills. Ald. Schneider moved to recommend an amendment to Chapter 11, Health & Sanitation, to include a 10% penalty on a Recycling bill over 30 days past due and a 10% penalty on a Refuse bill over 30 days past due and a provision that bills will be placed on the tax roll unless paid on or before November 1st. Seconded by Ald. Dumke, motion carried. M The Committee reviewed proposed fines for the Deposit and Forfeiture Schedule for offenses pertaining to Recycling Ordinance as follows: 1st Offense Written warning 2nd Offense $ 50.00 3rd Offense $100.00 4th Offense $150.00 Ald. Schneider moved to recommend the above addition to the Deposit and Forfeiture Schedule for Recycling offenses. Seconded by Ald. Dumke, motion carried. The Committee requests that Supt. Loughney review each situation after being notified by BFI. The Committee reviewed Superintendent Loughney's report on the 1994 Recycling Grant and placed on file. The meeting adjourned at 10:30 P.M.
