MINUTES OF MEETING HELD WEDNESDAY, DECEMBER 15, 1993
The meeting was called to order at 8:10 P.M. by Chairman
Patterson. Also present were Committee Members Schneider and
Dumke, Mayor De Angelis, Superintendent Loughney and Billing
Clerk Lyn Gulbins.
The Committee discussed status of Recycling. A discussion was
held on complaints received on the size of the blue Recycling
bins and requests to use the smaller green bins. The Committee
determined that the blue Recycling bins are the required size
and they are the only acceptable receptacle for the recycling
program.
The Committee made the following determinations on long
driveways/handicap situations:
Supt. Loughney will review and make final
determination of handicap eligibility and
make arrangements for garage pickup. In a
situation where there are more than one
family member, each family member must provide
to Supt. Loughney a doctor's verification that
they are unable to take the refuse/recycling
• to the curbside.
The Committee noted that the hours of operation for the BFI
Compost Center, located at W143 56400 College Court, for leaves
and grass clippings are on Saturdays from 7:00 A.M. to Noon.
The Committee will look into the possibility of the addition of
a weekday and/or extended hours.
The Committee discussed with Lyn Gulbins various problems that
needed to be addressed and made the following determinations:
A letter will be sent to Marion Bentley (S67
W20253 Tans Drive) advising that the property
is a duplex and the billing is correct. Also, that
recycling will become mandatory in 1994.
St. Leonard Parish will be given a credit for
the convent, Tax Key 2196.945, as it is no longer
being used as a convent and is being used as a school
facility. It was determined that they will not have
to return the bin and suggest that it be used as a
learning tool for the school children.
A letter will be sent to Mr. Greg Wade, S77 W18512
Janesville Road, advising that his property is
• zoned residential and that the recycling/refuse
charge will remain and recycling will become
mandatory in 1994.

• A letter will be sent to Mrs. Jerome J. Holz,
9350 W. Meadow Park Drive, Hales Corners, 53130,
advising that her property addressed W186
57560 Kingston Drive, is determined to be a cottage,
not a boathouse, and that the charge will remain.
The Committee discussed letters that were sent to commercial
properties with living units which have not responded to the
City's inquiry and determined that they will be charge for
recycling/refuse according to the REC determination for the
properties. Any questionable properties will be individually
inspected for determination.
The Committee discussed the errors in the map that was inserted
in the tax bills as it conflicts with the notice received in
the individual recycling bin delivered to each property. A
request will be sent to BFI to notify those properties that
were in error on the map of their actual pickup day.
The Committee determined that all properties that are verified
mother-in-law units, in accordance with the REC determination,
will be charged as one unit for the whole building.
Mayor De Angelis reviewed with the Committee the
Refuse/Recycling General Information Flow Chart and placed on
file.
• The Committee reviewed Attorney Molter's correspondence of
November 18, 1993, in regard to determinations needed to be
made for insertion into the Recycling Ordinance. This item
will be discussed at the January meeting.
The Committee discussed the status of Cable TV and requested
that a letter be sent to Warner Cable Company -South inquiring
why the Wisconsin Badger football team's Tokyo game was not
available for the Muskego area as it was available for all the
surrounding communities.
Mayor De Angelis discussed with the Committee the request for
possible consolidation of responsible unit status for cable
franchise regulation for surrounding communities. The
Committee requests that Mayor De Angelis contact the
communities to discuss further.
The Committee discussed with the Mayor the status of the
beginning of construction of the Emerald Park Landfill and have
recommended that an injunction be placed against them to stop
all work until all necessary bonds have been received and soil
erosion practices adhered to.
