PUBLIC WELFARE COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD THURSDAY, SEPTEMBER 9, 1993
The meeting was called to order at 7:07 P.M. by Chairman
Patterson. Also present were Committee Members Schneider and
Dumke, Mayor De Angelis, Ald. Misko, Ald. Schneider, Public
Works Superintendent John Loughney and those per the attached
list.
Ald. Dumke moved to go into Closed Session pursuant to
§19.85(1)(e), Deliberating or negotiating the purchasing of
public properties, the investing of public funds, or conducting
other specified public business, whenever competitive or
bargaining reasons require a closed session; or more
specifically meeting to discuss proposed recycling contract and
meeting separately with potential contractors. Seconded by
Ald. Schneider, motion carried.
The meeting reconvened into Open Session at 8:45 P.M.
The Committee discussed Recycling and Refuse Collection. Ald.
Dumke moved to accept Refuse /Recycling proposal submitted by
• BFI at a cost of $91.08 per year, per household. This will be
a ten (10) year contract with two (2) three year open-ended
options. The options will also be tied to the original
contract price and terms. Seconded by Ald. Patterson, motion
carried.
The Committee determined that the City-wide Recycling/Refuse
program for residential and multi -family units will be billed,
in advance, as a separate charge on the city's tax bill, with
new homes to be billed on a prorata basis when they receive an
occupancy permit.
Staffing requirements to Administer Billing for City-wide
Recycling/Refuse Collection was discussed along with a
memorandum from the City Clerk dated August 17, 1993. Ald.
Schneider moved to recommend that, with the addition of a
full-time Data Entry in the Building Inspection Department
through the 1994 budget process, that the Building Inspection
Department would be responsible for requiring payment of the
first year's pro -rated curbside fee prior to issuance of the
Occupancy Certificate (This would eliminate billing and would
help to insure that every new residence obtains an Occupancy
Certificate.); and that the Clerk would be given additional
hours (estimated at 20-25 per month) for the part-time Water
Utility Clerk to cover obtaining, clarifying and dispersal of
information received from Occupancy Permits, preparing and
sending out notices and handling phone calls relating to
bills. Seconded by Ald. Dumke, motion carried.
• Aid. Dumke moved to recommend using reimbursement from State
Recycling Grant to offset recycling cost portion for the
proposed contract. Seconded by Aid. Schneider, motion carried.
Mayor De Angelis advised the Committee of a legal opinion that
he had received from the City's negotiating attorney for the
Stone Ridge Landfill Agreement that indicates that the City is
due monies from the Landfill. Aid. Schneider moved to
authorize Mayor De Angelis to pursue reimbursement. Seconded
by Aid. Dumke, motion carried.
Supt. Loughney advised the Committee that the Waste Oil Drum on
Janesville Road is still locked and that Waste Oil Drum at City
Hall has received satisfactory test results. The Committee
indicated that they will continue looking for a better
regulated site.
