MINUTES OF MEETING HELD AUGUST 18, 1992
The meeting was called to order at 7:05 P.M. by Chairman
Patterson. Also present were Committee Members Simmons and
Schneider and Superintendent John Loughney.
The Committee clarified minutes of Public Welfare Committee
meeting of 7/16/92 to read:
1. No brush will be accepted at the BFI site,
only grass clippings and leaves.
2. Woman's Club to be contacted to question
who distributed their telephone directories.
The Committee reviewed correspondence from Enterprise
Newspapers wherein they indicate that they would insert the
magnets and flyers into the center of the Muskego Enterprise
newspaper at a cost of $.035 per item or deliver magnets and
flyers in a plastic bag at $.10/household. Ald. Simmons moved
to contact Connie Hay at the Enterprise and request that they
distribute the magnets, in a plastic bag, for $.10/household to
approximately 5,607 homes with the delivery scheduled for
doSunday, August 23, 1992. All unused magnets are to be returned
to the City. Seconded by Ald. Schneider, motion carried.
Ald. Simmons moved to continue with the State Recycling Program
and to recommend that Superintendent John Loughney be
designated as the representative to file the application.
Seconded by Ald. Schneider, motion carried. Ald. Patterson
and Ald. Simmons will be meeting with Superintendent Loughney
at the City Garage at 1:00 P.M. on Tuesday, August 25, 1992, to
complete application for the 1993 Recycling Grant.
The Committee discussed curbside recycling and garbage pickup
and have set a target date of August 1, 1993 to coincide with
new license due dates for haulers.
There was no discussion on the status of Cable TV.
Chairman Patterson noted that Waukesha County has signed the
Metro Landfill Agreement.
The Committee discussed with Superintendent Loughney a request
to replace the fencing around the existing oil recycling drum
due to instability of existing fence and gate. Ald. Schneider
moved to approve the expenditure of recycling grant funds at a
cost not to exceed $500.00, with construction to be done by the
. Public Works Department. Seconded by Ald. Simmons, motion
carried. This work will be done prior to the Muskego Community
Festival.

Correspondence was reviewed from the Mayor's Office regarding
status of recycling bins and lids. Ald. Simmons moved to
authorize the expenditure of recycling grant funds to the
Muskego Historical Society in the amount of $648.00 for
distribution of the bins and lids. The Committee will send a
letter of thanks to the Society.
Mr. Gary Owens, Warner Cable Co., appeared before the Committee
to discuss request for Cable Transfer. Ald. Simmons moved to
recommend approval of resolution, Consent to the Assignment of
Cable Television Franchise from Warner Cable Communications,
Inc. to Time Warner Entertainment Company, L.P., and resolution
Consenting to Assignment of Lease Agreement Between Warner
Cable Communications, Inc. and City of Muskego. Seconded by
Ald. Schneider, motion carried.
The Committee deferred action on the Agreement between City of
Muskego and Humane Animal Welfare Society (HAWS) until their
Tuesday, August 25, 1992 meeting and request a copy of last
year's agreement be provided for that meeting.
isThe Committee discussed moving chipper operation from
Historical Site to the City Garage. Superintendent Loughney
will check to see if fencing is needed around chipping area and
what the cost would be.
