MINUTES OF MEETING HELD FEBRUARY 6, 1991
The meeting was called to order at 7:00 P.M. by Chairman
Patterson. Also present were Committee Members Simmons and D.
Sanders, Supt. Loughney and those per the attached list.
The Committee reviewed correspondence dated January 13, 1991,
from Warner Cable Communications regarding a message that will be
included in all cable bills explaining that Warner Cable will
start assessing a collection fee for accounts delinquent passed
30 days.
The Committee reviewed and approved updated Cable Channel
Guidelines for the Cable Club and Cable Channel 7 studio and were
happy to see the Recreation Department and Cable Club
spearheading the advancement and development of the Cable Club
operations.
The Committee reviewed status of landfills. The contract for the
Metro expansion will be finalized on February 21, 1991, and the
contract for Stoneridge is being finalized.
The Committee discussed Recycling with those present and
explained the six (6) month cycle in payouts to voluntary
groups. The average of six months is needed to even out the
highs and lows in the dollars brought in on individual months.
The Committee also discussed the three potential sites for a
permanent drop-off area; 1. Historical Site, 2. Industrial Park,
and 3. Stoneridge Landfill. Ald. Patterson and Ald. Sanders have
met with Waste Management representatives who stated they were
willing to allow the City to install a drop-off loop on the
Stoneridge site with a long-term agreement. The Committee
discussed expanding materials collected and possibly being able
to include corrugated boxes. Ald. D. Sanders moved to direct the
Committee to continue negotiations with Waste Management for an
agreement on a site lease for the Stoneridge Landfill site.
Ald. Patterson advised that he has been corresponding with The
Peltz Corporation and received correspondence from them dated
February 6, 1991, stating that The Peltz Corporation is prepared.
to offer the City of Muskego the following proposal for
processing its municipally -generated waste newspaper:
One year agreement -February 1, 1991, through
January 31, 1992.
Guaranteed floor price of $0.00/Ton for delivered
material.
Formula to be developed for upward market fluctuations
to determine revenue to be generated.

Ald. Simmons moved to pursue The Peltz Corporation's offer of a
one year paper commitment with the understanding that the
agreement be reviewed by the City Attorney and that outstanding
paper bills be waived. Seconded by Ald. D. Sanders, motion
carried.
An education campaign was agreed upon to be the most important
aspect. The Muskego Flames (Richard DeWitte) volunteered to man
Parkland drop-off on February 16, 1991; The Muskego Booster Club
(Nancy Blattner) volunteered for March 2, 1991. The Committee is
looking for a volunteer for March 16, 1991, as it begins its
twice a month Recycling effort.
Mr. West Niemcek explained that the Green -up Muskego Committee
was proposing to expand its one day event to run for a full month
and not having a centralized location. It is planning to
advertise multiple nursery sites over the month period.
Mr. Steve Rogers of Durham Hill Nursery appeared before the
Committee to discuss composting. He indicated that he has
property and potentially the equipment to compost. He would
• require clean material to be delivered to his site in bulk. He
stated that private citizens dropping off their leaves,
clippings, brush, etc. would be too hard to police. It was noted
that West Allis Salvage have a tub grinder that is contracted
out. The Committee will check into the availability and price of
grinder tub.
The Committee reviewed application for Temporary Habitation of a
Trailer for Mr. Frank Kesselring for his property addressed W219
S7688 Crowbar Road. Ald. D. Sanders moved to recommend Council
approval. Seconded by Ald. Simmons, motion carried.
The meeting adjourned at 10:15 P.M.
